안면도 관광지 개발 사업이 ‘본계약’ 체결로 본궤도에 올라섰다.
양승조 지사는 9일 도청 상황실에서 안면도 관광지 3?4지구 조성 사업 우선협상대상자인 온더웨스트 컨소시엄 서정훈 대표이사와 본계약을 체결했다.
온더웨스트는 메리츠증권과 한국투자증권, 지비에이엑소더스, 마스턴투자운용, 조선호텔앤리조트, 오스모시스홀딩스, 대우건설, 계룡건설산업 등 8개 기업이 참여 중이다.
우선협상대상자 선정 당시 참여했던 신세계건설과 신한금융투자, 디엘이앤씨 등 3개 기업 대신 대우건설과 계룡건설산업이 새롭게 이름을 올렸다.
지비에이엑소더스는 미국 투자 전문회사인 브릿지락캐피탈홀딩스가 100% 지분을 출자한 기업이다.
이번 협약은 온더웨스트가 지난 6개월 동안의 협상 과정에서 도의 협약안을 적극적으로 수용한 데다, 협약 전 투자이행보증금 30억 원을 완납함에 따라 이뤄졌다.
사업 이행 보증을 위해 온더웨스트는 앞으로 3개월 안에 70억 원, 1년 이내 100억 원을 납부키로 했다.
협약에 따르면, 온더웨스트는 이날부터 5년 간 안면도 관광지 3?4지구 214만 484㎡에 1조 3384억 원을 투입, 호텔?콘도?골프빌리지 등 1300실 규모의 숙박시설을 짓는다.
또 상가와 18홀 규모 골프장, 전망대, 전시관 등 휴양문화시설, 해양산책로 등도 조성한다.
착공 시기는 내년 3월로 정했다.협약 전 납부한 30억 원을 포함하면, 투자이행보증금은 총 200억 원이 된다.
도는 온더웨스트가 투자를 예정대로 진행하면, 생산 유발 2조 6167억 원, 고용 유발 1만 4455명 등의 효과가 있을 것으로 내다보고 있다.
양승조 지사는 “충남의 30년 묵은 숙제인 안면도 관광지 개발 사업이 본계약 체결로 실질적인 첫 걸음을 떼게 됐다”라며 “이제부터 우리가 써 내려갈 미래는 풍요와 번영, 상생과 도약의 시간이 될 것”이라며 성공적인 사업 추진을 위해 함께 힘과 지혜를 모아 나아가자고 강조했다.
도는 온더웨스트가 사업을 원활하게 추진할 수 있도록 각종 행정 절차 이행을 지원할 계획이다.
나머지 1지구는 지속적인 투자유치 활동 등을 통해 활로를 찾을 계획이다.
2지구는 기획재정부가 ‘나라키움 정책연수원’을 건립하고 있다.
1991년 관광지 지정에 따라 추진 중 안면도 관광지 개발 사업은 태안군 안면읍 승언?중장?신야리 일원 294만 1935㎡에 1조 8852억 원의 민간자본을 투입해 세계적인 수준의 명품 휴양 관광지를 조성하는 대규모 계획이다.
