한국특수교육재단(하금석 회장)과 한국마사회(사이버지능단속처 유승일 처장)는 지난 15일 한국마사회 천마정에서 탐정산업 발전과 PIA회원 일자리 창출을 위한 불법경마 신고포상금 제도 활성화 및 불법경마 근절 강화를 위한 업무 협약을 체결했다.
이 자리에는 한국특수교육재단/한국공인탐정협회 하금석 회장, 대한온라인산업진흥회 차흥수 대표, 대한행정사회 서울북부지부 김윤수 지부장, 한국공인탐정협회 김한권 부회장, 한국마사회 사이버지능단속처 유승일 처장 ,사이버단속부 장영완 부장, 단속2팀 김상진 팀장 등 한국마사회 사이버지능단속처 관계자들이 참석한 가운데 협약식 행사가 개최됐다.
이번 협약을 통해 양 기관은 ‘불법 경마 단속 실무자 역량강화 교육 및 세미나’, ‘신고 포상금 제도 교육 및 홍보’에 상호 협력을 구축할 계획이다.
이는 PIA 회원들의 일자리 창출 및 산업발전에도 긍정적인 영향을 줄 것으로 기대가 모아진다.
한국특수교육재단 하금석 회장은 "이번 협약이 불법 경마 단속 교육 지원 및 프로그램 개발로 인한 탐정업의 저변 확대와 PIA회원 일자리 창출 등 탐정산업의 발전에 큰 도움이 될 것" 이라며 기대감을 표명했다.

한국특수교육재단은 우리나라 탐정 민간조사 분야에서 가장 오랜 전통과 역사를 가지고 있다.
국내외 관련기관 및 단체와 협력체계를 구축, 한국의 탐정 제도와 학술연구 개발은 물론 전문교육을 추진하는 등 한국탐정제도 도입을 위해 탐정업 법제화 추진하는 등 지난 22년간 노력해왔다.
한국특수교육재단/한국공인탐정협회는 자격기본법에 의거 한국직업능력개발원. 경찰청에 등록(제2009-1호)된 PIA사설탐정사 자격취득 과정을 대학교 대학원 최고경영자과정, 일반 공개시험과정을 통해 탐정 민간조사 전문인력을 양성해오고 있으며 국내 최다배출 약 8,000여명의 탐정사를 양성, 각 전문 분야에서 활동을 하도록 교육하고 있다.
또한 현재 동국대학교 PIA사설탐정사 제77기 최고경영자과정 모집 중에 있다.
