고양시가 관내 공설.공동묘지 내 분묘를 타 장사시설로 이장 또는 화장하는 경우 개장지원금을 지원한다.
고양시는 공설ㆍ공동묘지 신규매장을 전면 금지하고 개장지원금 지급으로 점진적으로 공동묘지의 분묘 기수를 축소함으로써 장기적으로 공설.공동묘지의 공원화ㆍ현대화를 추진하는 중이다.

고양시는 2021년 10월 고양시 장사시설의 설치 및 관리 조례를 개정 후, 공설ㆍ공동묘지 분묘를 개장(改葬)한 유족들에게 분묘 1기당 40만원의 개장지원금을 지원하고 있다.
지원 대상은 내유동, 성석동, 도내동, 성사동, 효자동, 화전동, 강매동, 행주외동, 벽제동, 식사동, 지영동 공동묘지 등 관내 12개 공설.공동묘지의 개장 분묘이다.
개장지원금 신청은 묘지 관할 동 행정복지센터에 개장신고 후 30일 이내 해당 분묘를 개장한 후 개장지원금 신청서, 화장증명서 등 증빙자료를 관할 동 행정복지센터나 고양시청 노인복지과로 제출하면 된다.
시는 개장 분묘의 비석, 상석, 석물 등 폐기 및 원상복구 확인 후 예산 소진 시까지 선착순으로 지원할 예정이다.
