세종시가 원활한 교통 흐름과 주차질서 확보를 위해 길거리에 무단 방치되거나 불법 주·정차된 자전거와 개인이동장치의 즉시 견인 또는 이동 조치하는 방안을 강구한다고 2일 밝혔다.
세종시에는 6개 민간업체가 신도심과 조치원을 중심으로 전동킥보드 2,500대, 전기자전거 650대를 운영하고 있는 것으로 파악된다.
다만, 공영자전거 어울링의 거치대 이용방식과 달리 민간업체는 자유로운 대여·반납 시스템 운영함으로써 불법 주정차를 유발, 많은 시민들의 보행 및 자전거 통행에 큰 불편을 초래하고 있다.
이에 시는 이러한 시민 불편을 해소하기 위해 불법 주·정차 자전거 등을 견인 또는 이동 조치할 수 있는 법적 근거로 조례 제정을 추진하기로 했다.
(가칭) 불법 주·정차 자전거 등 견인 조례(안)에는 견인의 방식, 견인료 산정금액이 담길 예정으로, 시는 향후 연구용역을 통해 구체적인 견인 추진 방향을 수립해 나갈 계획이다.
견인료는 원가산정용역 결과를 토대로 3만 7,000원 내외로 검토하고 있으며, 보관료는 공영주차장 주차요금표를 적용하는 방안이 유력하다.
이와 관련해 시는 2일 시청 여민실에서 관계기관, 업계, 시민을 대상으로 주민설명회를 열고, 불법 주·정차 자전거 등 견인조례 추진방향과 계획을 설명하는 시간을 가졌다.
