2020년 고양시와 GS리테일이 뜻을 모아 개소한 것으로, 일할 능력이 있는 취약계층(기초수급자·차상위계층 등)을 고용해 경제적 자립과 탈수급을 돕는 자활사업의 일환으로 운영되고 있다.
ESG경영이 화두가 되고 있는 시점에서 대기업과 지자체의 성공적인 상생이 돋보이는 사례이기도 하다.

현재 20여 명의 자활사업 참여자가 슈퍼를 운영하고 있으며, 참여 근로자의 만족도도 매우 높은 편이다.

벤치마킹을 위해 고양시를 찾은 강릉시 관계자는 “슈퍼마켓은 대부분 중·대형 규모인데다 연령·성별·신체적 능력 등에 구애받지 않고 다양한 계층을 근로자로 포용할 수 있는 일자리의 요람”이라며 “강릉시도 곧 슈퍼사업단을 신설하는 만큼, 고양시의 사업 노하우를 잘 배워가겠다”고 전했다.
고양시 관계자는 “단순히 금전적 지원을 넘어 일자리를 제공하는 생산적 복지를 확산해야 한다. 앞으로 자활사업의 안정적 운영과 확대에 최선을 다할 것”이라고 전했다.
