[브레이크뉴스=이성용 기자] 경남도의회 허동원(국민의힘·고성2) 의원이 '스마트 수산업 육성·지원 조례' 제정을 추진하고 있다.
국내 수산업은 대내적으로 어가인구 감소와 고령화로 인한 노동력 부족, 기후변화 및 수산자원 감소에 따른 어업생산량 감소, 취약한 수산업 생산환경에 따른 경영악화가 심화되고 있다.
대외적으로는 WTO·FTA 등 시장개방의 가속화와 수산관련 국제규제 강화, 선진 수산국가들과의 기술격차 확대 등에 따라 수산업의 지속적인 성장 한계에 직면하고 있다.
이러한 대?내외 환경변화에 대응하기 위해 수산업계는 4차 산업혁명 기술의 활용에 주목할 필요가 있다.
수산분야의 스마트기술 적용은 세계적 흐름으로 확산되고 있고, 이를 통해 기존 수산업의 한계점을 극복하고 생산성과 경쟁력을 높일 수 있을 것으로 판단된다.
이에 허동원 의원은 정보통신기술(ICT)이 융?복합된 스마트수산업의 보급?확대를 통해 경남의 수산업을 미래 신성장산업으로 육성할 수 있도록 경상남도 스마트수산업 육성·지원 조례안을 대표발의했다.
허동원 의원은 “기존 생산-가공-판매 중심의 수산업으로는 성장의 한계에 직면하게 되어 수산분야의 새로운 신성장동력 창출의 필요성이 강하게 요구되고 있다”며, “정보통신기술(ICT)이 융?복합된 스마트수산업 보급·확대로 기존 수산업이 가지고 있던 환경부하 및 수산식품 안전성, 자연재해에 따른 어업피해 증가 등의 문제를 개선한다면, 경남지역 수산업의 고부가가치화와 환경친화적 지속가능한 수산업으로의 전환을 가능하게 할 것으로 기대된다”고 강조했다.
본 조례는 스마트수산업 육성계획 수립?시행, 스마트수산업 육성사업 지원, 스마트수산업 사업자금 융자 지원, 스마트수산업 육성을 위한 교육?컨설팅 지원 등에 관한 내용을 담고 있다.
허동원 의원은 “조례안에 근거한 보조금 및 융자 지원과 전문기술 교육을 위한 컨설팅 지원 등을 통해 지역 수산업의 육성과 고부가가치화에 크게 기여할 것”이라고 밝혔다.
이에 스마트수산업 육성·지원 조례가 시행된다면 경남지역 수산업의 도약을 위한 발판이 될 것으로 기대된다.
한편, 2021년 통계청이 발표한 2020년 농림어업총조사 결과에 따르면, 전체 어가 규모는 4만3,000가구로 인구 고령화, 어선 감척, 어족자원 감소, 어업 경영악화 등으로 2015년 대비 1만1,000가구(20.7%)가 감소했다.
경남의 어가는 7천300가구로 전남(1만5,600가구) 다음으로 많으며, 통영시(1,962가구)·창원시(1,433가구)·거제시(1,287가구) 총 3곳이 어가 규모 상위 10개 시·군에 포함됐다.
