[브레이크뉴스=이성용 기자] 창원특례시는 8일 국회의원회관에서 ‘항만과 도시의 상생발전, 항만 주변지역 지원 특별법 제정방향 세미나’를 개최했다고 밝혔다.
이번 세미나는 창원특례시가 후원하고 이달곤 국회의원과 창원시정연구원이 공동개최했으며, 최근 국내외 학계에서 지적하고 있는 ‘항만과 도시의 부조화 현상’을 짚어보고 장래 항만과 도시가 조화롭게 상생할 수 있는 다양한 방안을 바탕으로 항만 주변지역 지원 근거마련 및 제도화 방향을 모색하기 위해 마련됐다.
이 자리에는 해양수산부와 관계전문가들도 함께 참석해 항만 산업의 올바른 발전상을 논의하고 향후 바다를 낀 창원의 미래 먹거리 중 하나인 항만 산업을 통한 도시의 발전을 심도 깊게 논의했다.
창원시정연구원 정수현 연구위원은 ‘항만 배후지역 주거환경실태와 항만정책의 새로운 방향성’을 시작으로, 한국법제연구원 최환용 선임연구위원이 ‘항만 주변지역 지원에 관한 법제 제정방향과 쟁점’을, 한국지방세연구원 최원구 선임연구위원이 ‘컨테이너분 지역자원시설세 재도입과 주요쟁점’이란 주제로 각각 발표했다.
시는 세계 3위 물류중심 항만 도약을 위해 건설 추진 중인 진해신항과 개발·운영 중인 부산항 신항이 위치한 지역으로 과거 부산항 신항 조성 시 일시적인 보상만 받은 배후지역 주민들이 생활터전 상실과 오랜 기간 주거환경 악화로 생활고를 겪는 등 큰 고통을 경험해 직접 보상 외에 항구적이고 실질적인 지원이 지역주민에게 돌아갈 수 있도록 하기 위해 특별법 제정이 꼭 필요함을 인식했다.
이에 ‘신항 배후지역 환경실태조사 및 지역(어)민 지원대책 연구용역’을 시행했고, 결과를 바탕으로 이달곤 국회의원과 함께 해양수산부에 항만 주변지역 지원대책 마련을 적극 요구해 왔다.
