장기표 신문명정책연구원 원장은 14일 페이스북에 올린 “윤석열 정부, 민주정치의 기본을 모르는가?” 제목의 글에서 이태원 참사사건과 관련 “이상민 행정안전부 장관과 윤희근 경찰청장의 사퇴” 거론했다.
장기표 원장은 이 글에서 “이태원 참사와 관련하여 주무부처인 행정안전부와 경찰청의 책임자를 물러나게 하지 않는 것은 대단히 잘못된 일이다. 윤석열 대통령과 이 정부는 책임의 소재를 따져 책임이 있는 사람에게만 책임을 물어야 한다고 말하고 있다. 이것은 민주정치의 기본을 모르는 일이거니와 지금까지의 정치관행도 무시하는 일이다. 자기들이 야당일 때 큰 사고가 났으면 ‘ㅇㅇ장관 물러나라’고 했던 것과도 배치된다“고 지적하고 ”민주정치는 법치주의와 여론정치, 책임정치를 기본요소로 한다. 법치주의는 민주주의의 핵심요소인 바, 왕의 명령에 따라서가 아니고 법률에 기초해서 국정을 운영하는 것이 민주주의이기 때문이다. 여론정치란 국민의 여론에 따라 국정을 운영하는 것인데, 국민은 선거 때만 나라정치의 주인이 되어서는 안 되고 일상적으로 나라정치의 주인이 되어야 하겠기 때문“이라고 강조했다.
이어 “이상민 장관과 윤희근 경찰청장의 사퇴를 바라는 국민이 60% 이상인데도 물러나게 하지 않는 것은 여론정치, 나아가 민주정치를 위배하는 것이다. 그리고 이상민 행정안전부 장관과 윤희근 경찰청장을 물러나게 하지 않는 것은 민주정치의 기본요소인 책임정치를 위배하는 것이다. 어떤 사고에 직접적인 책임이 없더라도 결과에 대해 정치적 책임을 지는 것이 책임정치다. 156명이나 되는 국민이 죽었는데, 이에 대해 정치적 책임을 지지 않는 것은 국민을 무시하는 것으로 비난받아 마땅하다”고 피력하면서 ”그래서 이상민 행정안전부 장관과 윤희근 경찰청장은 즉각 물러나야 한다. ‘수습 후’ 운운하는 국민을 무시하는 일이다. 그런데 내가 만약 대통령이라면 이상민 행안부 장관과 윤희근 경찰청장으로 하여금 그냥 물러나게 하는 것이 아니라 이들을 불러 질책하면서 즉각 해임하겠다. 그렇게 함으로써 대통령이 이번 참사를 엄중하게 생각한다는 것을 국민에게 알리고, 앞으로 이런 참사의 방지를 위해 대통령이 단호한 조치를 취하겠구나 하는 인식을 국민이 갖도록 했으면 하기 때문이다. 더욱이 야당의 공세로 행안부 장관과 경찰청장을 물러나게 할 것이 아니라 대통령이 이들을 선제적으로 해임하는 것이 야권의 무분별한 공세를 차단하는 데도 훨씬 효과적일 것이기 때문“이라고 역설했다.
이 글의 끝마무리에서는 “윤석열 정부의 맹성과 더불어 지혜로운 대처를 촉구” 했다.

And not to resign Minister of Public Administration and Security Lee Sang-min and National Police Agency Commissioner General Yoon Hee-geun is violating responsible politics, a basic element of democratic politics. Responsible politics is taking political responsibility for the consequences even if one is not directly responsible for an accident. As many as 156 people died, and not taking political responsibility for this deserves criticism as ignoring the people,” he said. It is ignoring the people who talk about “after training”. However, if I were the president, I would call and reprimand and immediately dismiss Minister of Public Administration and Security Lee Sang-min and National Police Agency Commissioner General Yoon Hee-geun, rather than simply having them step down. By doing so, I hope that the public will know that the President takes this disaster seriously and that the public will have the perception that the President will take stern measures to prevent such a disaster in the future. Moreover, it is because it will be much more effective to block the reckless offensive of the opposition parties if the president preemptively dismisses them, rather than having the Minister of Public Administration and Security and the Commissioner General of the National Police Agency resign due to the opposition's offensive," he emphasized.
