파업 파업 파업‥대한민국은 몸살 중

정부와 노조간 한치 양보없는 강대강 대치..누적피해 국민이 짊어져야

브레이크뉴스 정명훈 기자= 코로나19 바이러스 팬데믹에서 벗어나자 물가인상에 따른 금리 인상에 이어 각종 파업까지 발생하며 대한민국은 몸살을 앓고 있다. 

 

30일 전국민주노동조합총연맹 공공운수노조 화물연대본부의 집단 운송거부가 7일째를 지나가고 있다. 

 

정부는 지난 29일 운송 현장으로 복귀하라며 업무개시명령을 내리자, 화물연대는 당연하다는 듯 이를 거부하며 '강대강' 대치를 이어가고 있다. 

 

노조와 정부간 교섭은 진행 중이지만 양측 모두 각자의 명분만을 내세우며 굽히지 않고 있다. 그 결과 산업 현장의 피해는 고스란히 누적되고 있다.

특히 힘든 곳은 시멘트 및 건설업계다. 한국시멘트협회에 따르면 화물연대 파업 이후 시멘트 출하량은 평소 대비 10% 수준에 그쳤다. 시멘트 공급이 원활하지 않자 레미콘 생산과 운송이 셧다운 됐고, 자연스레 건설현장도 올스톱되며 피해가 늘고 있다. 

 

일각에선 레고랜드발 부동산 PF 사태 이후 유동성이 크게 악화된 건설업체들이 줄도산에 이를 수 있다는 우려까지 제기되고 있다.

수출입 물동량에도 적신호는 켜졌다. 컨테이너 운반 트레일러 기사들이 파업에 동참하며 지난 27일 기준 인천항 컨테이너 반출입량은 775TEU에 그쳤다. 파업 이전인 지난달 하루 평균 반출입량 1만3000TEU와 비교하면 95%가량 감소했다.

 

기아 오토랜드 광주에서는 완성차를 운송하는 탁송차(카 캐리어) 차량들이 파업에 들어가자, 개별 도로 탁송(로드 탁송)을 위해 일당제 탁송기사를 매일 수백명씩 채용해 출하장과 물류센터로 차를 일일이 직접 운전해 옮기고 있다.

정유와 철강업계도 파업 직격탄을 맞았다. 산업통상자원부는 운송 차질로 인해 전국 주유소 휘발유 재고분이 8일, 경유는 10일분만 남게되자 '비상수송체계' 가동에 들어갔다. 철강 역시 화물차 출하가 급감하며 평일 대비 절반 수준의 출하량을 보이고 있다. 

 

'서울시민의 발'인 지하철도 운행 차질이 빚어진다. 서울 지하철 1~8호선을 운영하는 서울교통공사 노조가 30일부터 연대 파업에 들어갔기 때문이다.

서울시는 출근길 시민 불편을 줄이기 위해 대체 인력 1만3000여명을 투입해 평상시 수준으로 지하철을 운행하겠다고 밝혔지만 평상시 대비 낮 시간대는 약72%, 퇴근시간대는 85% 수준으로 운행될 예정이다. 

 

여기에 더해 서울교통공사와 일부 노선을 같이 운영하는 전국철도노조도 다음달 2일부터 총파업을 예고했다. 

 

철도노조는 임·단협 갱신과 수서행 KTX 운행, 에스알(SR)과 통합, 구조조정 중단 등을 요구하며 지난 24일부터 준법투쟁(태업)에 돌입했다. 총파업에 들어가게 되면 KTX, 새마을호, 무궁화호 등 여객열차와 화물열차 운행이 중지되거나 횟수가 급감할 것으로 예상된다.

한편 정부는 글로벌 경제 위기 속에서 실물 경제가 매우 어려운 상황이라며 '불법 파업'에 단호히 대응하겠다는 입장만 거듭 강조하고 있다. 

 

윤석열 대통령도 국무회의에서 "자신들의 이익을 관철하기 위해 국민의 삶과 국가 경제를 볼모로 삼는 것은 어떻나 명분도 정당성도 없다"면서 "법과 원칙을 바로 세우고 불법 파업의 악순환을 끊어 국민들의 부담을 막고자 하는 만큼 국민들께서 많은 불편과 고통을 받게 되실 것이지만 이를 감내해 주시기를 간절히 부탁드린다"고 했다.

 

원희룡 국토교통부 장관은 정부 합동기자회견에서 "그동안 매번 어정쩡하게 타협하면서 초법적인 행태를 무마해왔기 때문에 이 지경까지 왔다"며 "자신들의 입장을 일방적으로 강요하기 위한 집단적인 힘의 행사와 초법적인 행태에 대해서는 고리를 끊어야할 때가 왔다"고 지적했다.

민주노총 역시 물러서지 않고 있다. 윤석열 대통령의 업무개시명령 발동 직후 성명을 통해 "윤석열 정부는 화물 노동자에게 계엄령을 선포했다"면서 "화물연대는 정부의 업무개시명령에 굴하지 않고 투쟁을 이어갈 것"이라고 밝혔다.

 

화물연대에 이어 지하철 노조, 철도 노조까지 파업이 번지면서 정부와 노조간 대립은 한동안 지속될 것으로 보인다. 

 

어느 한쪽 또는 양쪽 모두의 기세가 꺽이며 합의에 이르기 까지 그 피해는 국민들이 고스란히 짊어질 수 밖에 없다.
