브레이크뉴스 정명훈 기자= 조 바이든 미국 대통령이 정부 치적으로 홍보해온 인플레이션 감축법(IRA)에 대해 일부 결함이 있을 수 있다고 발언했다.
IRA는 북미에서 최종 조립된 전기차에만 약 1000만원 수준의 세액공제를 해주는 조항 등이 포함돼 있어 외국산 전기차를 차별 대우한다는 비판이 제기돼 온 법안이다.
바이든 대통령은 1일(현지시간) 에마뉘엘 마크롱 프랑스 대통령과 정상회담 직후 가진 공동 기자회견에서 IRA와 관련해 "조정과 변화가 필요한 결함이 있을 수 있다"라고 말했다.
앞서 유럽연합(EU)은 미국의 IRA 시행에 대해 불만을 지속적으로 표출했다. EU는 전기차를 비롯한 친환경 산업에 막대한 투자를 하고 있는 상황 속에 IRA 탓에 미국 이전을 검토하는 기업들이 늘었기 때문이다.
마크롱 대통령도 지난달 30일 의회·기업 관계자와 만난 자리에서 IRA법안에 대해 "프랑스 업계 사람들에게 아주 공격적"이라며 "미국은 문제를 해결할 수 있을지 모르지만 우리 문제는 더 커질 것이다. 이번 이슈가 조율되지 않을 경우 프랑스 내 많은 일자리가 없어질 것"이라고 비판했다.
로베르트 하베크 독일 부총리 겸 경제기후보호부 장관도 지난 11월 29일 "EU는 IRA에 대해 강력한 대응에 나서야 한다"며 "미국에서 생산해야한다는 규정은 세계무역기구(WTO) 규정에도 위배된다"고 강조했다.
윤석열 대통령 역시 캄보디아 프놈펜에서 가진 한미정상회담에서 한국 기업의 미국 경제 기여도가 높다는 점을 언급하며 IRA 이행에 대해 보다 논의가 필요하다고 피력했다.
하지만 미국 정부는 그간 "동맹국들의 우려를 잘 이해하고 있다", "IRA를 통해 한미 양국이 이익을 얻을 때까지 계속 논의하겠다" 등 원론적인 답변만을 해왔다.
바이든 대통령은 이날 IRA에 대해 "우리와 협력하는 이들을 배제할 의도가 전혀 아니었다"라며 아시아지역 팬데믹으로 인한 공급망 차질과 중국이 미국에게 반도체를 팔지 않는 상황이 발생했을 때 더이상 피해를 보는 일이 없게 하기 위한 법안이라는 취지로 설명했다.
바이든 대통령은 이어 "우리는 비즈니스를 다시 시작했고, 유럽도 비즈니스를 다시 시작했다"라며 "우리는 미국에서 제조업 일자리를 계속 창출하겠지만, 유럽이 대가를 치르게 하지는 않을 것"이라고 말했다.
