브레이크뉴스 정명훈 기자= 정부는 전국민주노동조합총연맹(민주노총) 공공운수노동조합 화물연대본부(화물연대)의 총파업 1주일만에 1조6000억여원의 피해가 발생했다고 추산했다.
이상민 행정안전부 장관은 2일 화물연대 집단운송거부·이태원 사고·코로나19 중앙재난대책안전본부(중대본) 회의를 주재한 자리에서 "9일째 이어지는 화물연대의 집단 운송거부로 물류 대란과 수출 차질 등이 발생하면서 산업계 전반에 피해가 확산되고 있다. 시멘트, 정유, 철강 등 주요 업종의 손실액은 1주간 1조6000억원에 육박한다"고 밝혔다.
이상민 장관은 이어 "정부는 정유, 철강, 컨테이너 등 물류 대란이 현실화되고 있는 다른 산업 분야에서도 피해가 크게 확산되면 업무개시명령을 즉시 발동할 것"이라며 "이를 위해 피해 상황을 실시간 모니터링하고 있다"고 설명했다.

가장 먼저 업무개시명령이 발동된 시멘트 분야의 경우, 출하량이 총파업 시작때보단 4배 가량 늘었다.
한국시멘트협회에 따르면 지난 1일 기준 시멘트 출하량은 8만5200톤으로, 전일 4만5000톤 대비 2배가량으로 증가했다. 하지만 평소 약 18만톤의 출하량과 비교하면, 아직도 절반 수준(47.3%)에도 미치지 못한다.
이에 따라 현재 전국 건설 현장 1219 곳 중 727곳(59.6%)에서 콘크리트 타설이 중단된 상태다.

운송거부 사태가 지속될 경우에는 다른 산업군 역시 마비될 가능성이 높다. 시멘트 다음은 정유업계가 될 가능성이 크다.
한국석유공사 유가정보서비스 오피넷에 따르면 1일 오후 기준 전국에서 기름 재고가 바닥난 주유소는 휘발유 40곳, 경유 6곳, 휘발유·경유 3곳 등 총 49곳이다. 전날 대비 2배 가까이 늘어난 것으로, 현재 수도권 일대 주유소들의 재고분이 2~3일분 밖에 남지 않은 것으로 전해진다.
지금까지는 판매 회전율이 높고 화물연대 조합원 비중도 높은 서울, 경기, 인천 등 수도권 위주로 품절 주유소들이 집중돼 있다.

하지만 다음 주말까지 파업이 지속된다면 전국 대부분 주유소에서 재고가 바닥날 가능성이 있다는 우려가 나온다.
정유사 한 관계자는 "지금 유류 운반 탱크로리 기사 대부분이 화물연대 조합원으로 이번 파업에 참여했다"면서 "주유소 자체적으로 운영하던 탱크로리 등을 수배해 긴급배송하는 것 말고는 다른 대안이 없다. 우리도 지켜만 봐야 하는 상황"이라고 했다.
정부에서도 군용 탱크로리를 긴급 지원하는 등 비상대응체계를 가동하는 한편, 석유업종에도 업무개시명령을 발동할 방침이다.
이상민 장관은 아울러 화물연대의 집단 운송거부 행위에 참여한 운송사업자와 운수종사자들의 조속한 업무 복귀를 촉구했다.
이 장관은 "업무개시 명령서를 받은 운송사와 화물차주는 국가 경제와 민생 피해 최소화를 위해 조속히 업무에 복귀해 달라"며 "국민들도 법과 원칙에 따라 이번 사태가 조속히 해결될 수 있도록 이해와 협조를 구한다"고 말했다.
