고양시 창릉천이 환경부 지역맞춤형 통합하천사업 최종 선정되어 총사업비 3,200억 규모의 창릉천 숙원사업을 진행할 수 있게 됐다.
시는 환경부 지역맞춤형 통합하천사업에 지난 7월부터 공모에 도전하여 마침내 최종 선정되어 108만 고양시민들의 숙원사업이었던 창릉천을 시민의 품으로 돌려줄 수 있게 됐다.
시는 3,200억 규모의 사업계획을 수립, 경기도 1차 관문에서는 이동환 시장이 직접 발표자로 나서 제안 발표를 하여 심사를 통과하였고 환경부의 2차 심사를 거쳐 최종 사업으로 선정되었다.
이번 선정으로 시는 전체 사업비의 85%(국비 50%, 경기도35%)의 예산을 지원받을 수 있게 됐다.
이동환 시장은 제안 발표 당시, 올해 많은 비가 내리면서 창릉천이 특히 재난에 취약하다는 점을 부각시키면서 고양시민들의 안전이 최우선이라고 역설하며 총 사업비 중 60%이상을 재해예방 사업으로 계획, 하천 본래의 기능에 충실한 사업임을 제시한 전략이 유효했다는 평가다.

창릉천은 그동안 삼송·원흥·지축·은평뉴타운 등 주변 개발은 지속적으로 이뤄졌으나, 친수·생태환경·수변공원 등 종합적이고 체계적인 정비는 미비한 실정이었다.
이에 시는 창릉 3기 신도시가 예정되어 있고, 환경부의 국가물관리 일원화에 따른 치수, 이수, 수질 및 환경, 생태 등의 지역맞춤형 통합하천사업 공모에 따라 발빠르게 준비하고 심사에 열정으로 대처한 결과 통합사업으로 선정되는 성과를 만들어 냈다.
