정부는 이번 공공기관 기능조정 및 조직·인력 효율화 계획에 따라 공공기관 전체 정원 44만9000명의 2.8%에 해당하는 1만2442명을 조정하기로 했다.
연도별 정원조정 규모는 2023년 1만1081명, 2024년 738명, 2025년 623명이다.
2025년까지 전체 정원 대비 3.9%에 달하는 1만7230명을 줄이고, 4788명(1.1%)을 늘려 국정 과제 수행, 안전 등 필수인력 소요에 재배치한 다는 계획이다.
