저는 지난해 7월 1일 주민직선 4기 전남교육감으로 취임한 뒤 교육 현장을 돌아보고 교육공동체와 소통하며 전남교육이 나아갈 방향을 모색했습니다. 그 과정에서, 도민과 교육가족에게 약속했던 ‘전남교육 대전환’은 선택이 아닌 필수과제임을 깨달았습니다. “변화의 시기, 미래교육과 전남형 교육자치로 대전환을 이루어달라.”는 요구를 확인하였습니다.
출발점은 교육의 기본을 회복하는 것입니다. 교육의 기본은학생들이 열심히 공부하며 꿈을 펼치도록 환경을 만들어주는 것이라고 저는 생각합니다.
새해에는 그 일을 본격적으로 시작하고자 합니다. 2023년을‘전남교육 대전환’의 원년으로 삼아, 준비한 정책들을 하나씩 하나씩 펼쳐가겠습니다.
첫째, 공부하는 학교를 만들겠습니다.전남교육 대전환은 교실의 변화에서부터 시작되어야 합니다. 학교는 누가 뭐라해도 학생들이 열심히 공부하고, 미래를 준비하는 공간이기 때문입니다. 학습에 집중하는 교실, 학생의 미래를 응원하는 학교가 되도록 하겠습니다.
그 시작은 수업이 가능한 교실을 만드는 것입니다. 이를 위해 공부하고 존중받는 교실, 이른바 ‘공존교실’을 지원하여 학생들의 학습권을 보장하고, 수준별 학습 기회를 확보하겠습니다. 또한 과밀학급을 해소하고 적정규모 학생 수를 유지하겠습니다. 농산어촌 작은 학교만의 특화된 경쟁력을 키워 도시 과밀학교 학생들이 자연스럽게 재배치 되도록 하겠습니다. 이는 전국적인 상황인 만큼 선도모델로 정착될 것이란 기대를 갖습니다.
학습력을 끌어올리는 것은 수업만으로는 이루기 어렵습니다. 효과적인 진단과 평가가 뒷받침되어야 합니다. 과거처럼 일제고사 방식의 줄세우기 평가를 하자는 것이 아닙니다. 학생 개개인의 학습 수준을 진단하고 평가해 맞춤형 지도가 가능하도록 하겠습니다. 초등학교 단계 진단평가를 실시한 후 인공지능(AI)을 활용해 수준에 맞는 학습을 제공할 것입니다. 문해력·난독·ADHD 등 학습 저해 요인도 초등학교 입학 시에 조기 진단하여 치유하겠습니다. 중·고등학교 단계에서는 사고력 향상을 위한 절대평가 모델을 시범 운영하겠습니다. 이를 바탕으로 우리 아이들의 진로에 대한 체계적 설계와 관리가 이루어지도록 하겠습니다. 목포·여수·순천·나주·광양에는 권역별 진로진학상담센터를 구축하여 학생들의 개인별 진로·진학·취업 상담 및 관리가 가능하도록 할 것입니다.
이런 일들을 차질 없이 수행하여, 학생들이 공부와 대학 진학 때문에 지역을 떠나지 않도록 할 것입니다.
둘째, 전남의 미래교육 방향을 정립하겠습니다.우리 아이들이 거침없이 상상하고, 두려움 없이 도전하면서 미래를 가꾸어갈 수 있도록 교육의 패러다임을 새롭게 세우겠습니다. 이를 통해 학생 개개인에게 미래역량을 키워주고, 창의력과 포용력을 갖춘 미래인재로 키워내겠습니다.
그 첫걸음은 독서교육 활성화입니다. 독서가 미래교육의 기반이 되도록 도교육청 내에 독서교육 전담팀을 신설하여 운영할 것입니다. 교육과정 속에서 독서교육이 이뤄지도록 수업지원 자료를 적극 개발하여 보급하고, 각급 학교의 특화된 독서교육프로그램을 지원하겠습니다. ‘책읽는 전남교육’을 만들어학생들이 독서를 통해 자신의 미래를 고민하고 토론하는 습관을 갖게 하겠습니다.
또한, 미래지향적 글로벌 전남으로의 전환을 이루겠습니다. 다문화 국가와의 교류, 다문화 정착 가족 유입을 위한 국제교류를 확대하고 이중언어에 능한 인재를 양성하고 활용하겠습니다.
기후환경과 관련한 교육 및 실천 역량도 키워야 합니다. 초등학교 단계부터 기후환경 위기대응 실천 등 생태 전환을 위해 학생·학부모가 함께 실천하는 환경활동을 강화하겠습니다.
이와 같은 미래교육 정책들을 효과적으로 추진하고, 빅데이터를 기반으로 한 4차산업혁명 시대 교육에 선제적으로 대응하기 위해 ‘전남교육 빅데이터 시스템’을 구축하겠습니다. 이를 통해 체계적이고 분석적인 데이터 관리를 실현하고 데이터 주권을 확보하겠습니다. 교실환경 측면에서도, 디바이스 컨트롤과 네트워킹이 가능한 미래형 교실로 전환하고, 신설학교에 미래지향적 설계를 반영하겠습니다.
그리고, 교육과정과 인사, 행정, 재정의 자율성이 부여된 자율형 미래교육지구를 지정하여 대한민국을 선도하는 미래교육 및 미래학교 모델로 정립하겠습니다.
셋째, 전남형 교육자치의 선진적 모델을 만들겠습니다.전남의 아이들이 전남에서 공부하고 전남에서 행복한 삶을 누리게 하는 것이야말로 전남형 교육자치가 추구하는 궁극의 가치입니다. 이렇게 함으로써 저출생과 인구 유출로 인한 지역소멸 위기를 극복하고, 전남교육의 지속가능한 발전도 담보해낼 수 있다고 저는 굳게 믿고 있습니다.
먼저, ‘전남학생교육수당’을 지급하겠습니다. 학생교육수당은 당면한 지역소멸 위기에 대응하고 교육격차 해소를 위해 반드시 이루어야 할 과제입니다. 가능한 범위에서부터 시작하여 점차 확대할 것입니다.
지역의 장점과 강점을 활용한 지역특성화 교육 모델을 제시하겠습니다. 전남 각 시·군의 전략산업과 연계한 특성화교육센터를 운영하고, 관련 일자리에 전남 학생이 우선 취업하는 여건을 마련하겠습니다. 이를 위해 지역의 민·관·산·학 모두가 협력할 수 있는 실천적 기구로서 통합교육발전협의체도 구축하여 운영하겠습니다.
넷째, 교직원에 대한 지원을 늘려 사기를 높이겠습니다.
종이 없는 업무 환경과 시스템 구축, 절차 개선으로 학교업무 경감을 이루어 교사들이 수업에만 전념할 수 있도록 할 것입니다. 미래교육 역량 강화를 위해 연수원 코칭센터를 운영하고, 교사들이 가르침을 충분히 준비할 수 있도록 여유와 쉼의 기회를 늘리겠습니다. 교사들의 교권이 존중받을 수 있는 실천적 교육공동체 생활 규정을 보급하겠습니다.
전남교육 대전환 방향에 적합한 조직으로 개편하고 적재적소의 인사로 추진력을 더하겠습니다. 미래교육, 교육자치, 독서교육, 빅데이터, 학령기 인구 유지 등을 위한 전담부서를 만들 것입니다.
