국토교통부는 이스타항공에 대한 안전운항체계 검사를 완료하고,‘항공안전법’ 제90조에 따라 국제 항공운송사업 운항증명(AOC : Air Operator Certificate)을 28일 갱신(재발급)한다고 밝혔다.
AOC란 국제민간항공기구(ICAO) 기준에 따라 전 세계 항공사들이 자국 정부로부터 항공기 운항개시 전까지 안전인력·시설·장비및 운항·정비 지원 체계 등이 기준에 적합한 지 여부를 종합적으로 확인받는 일종의 ‘안전면허’를 말한다.
이스타항공은 2020년 3월 24일 운항중단으로 운항증명효력이 정지된 후 운항을 재개하기 위해 2021년 12월 15일 국토부에운항증명갱신을 신청했다.
이에 국토부는 조종·정비 등 분야별 전문감독관 등으로 전담검사팀을 구성, 이스타항공의 안전운항능력 확보상태 전반에 대해 운항증명검사를 진행해 왔다.
적정 항공안전 인력의 확보와 훈련상태, 운항·정비지원 체계 등 지원인력 시설 적합성 등에 대한 검사 및 보완조치가 완료됨에 따라 운항증명 갱신을 결정했다고 국토부는 설명했다.
향후, 이스타항공은 국토부의 정기편 노선허가 등의 절차를 거친 후 국내선 중심으로 운항을 재개할 예정이다.
국토부 관계자는 “이스타항공에 전담감독관(조종·정비각1명)을 배정해 취항 후 1개월까지 출발전·후 현장 밀착점검을 실시하고, 취항 후 6개월 시점에 운항증명 당시 확인한 안전운항체계가지속 유지되고 있는지 종합점검을 실시하는 등 항공사 안전관리를 중점 실시할 계획이다”고 전했다.
