세종시의회 장애인 처우개선을 위한 제도적 근거 마련에 나섰다.
세종시의회 행정복지위원회는 지난 7일 시의회 의정실에서 장애인 권익 증진을 위한 간담회를 가졌다.
이날 간담회는 행정복지위원회 전체 위원 7명과 세종시장애인단체연합회 등 13개 단체장, 세종시청 노인장애인과 직원들이 참석했다.
간담회는세종시장애인단체연합회 현황과 정책제안 등을 청취하고 대응책 마련을 위한 방안을 심도 있게 논의했다.
세종시장애인단체연합회에서는 장애인복지분야 사회복지종사자들이 열악한 환경에서 근무하고 있다는 점을 강조하며 처우개선을 위한 제도적 마련을 제안했다.
특히, 개별 장애인 단체에서는 장애인평생교육문화센터 건립, 한국장애인고용공단 세종시 지사 설치, 자립생활주택 설치, 중증장애인 생산품 우선구매, 장애인 의사소통 권리증진센터 설치, 장애인 생활이동권 확보, 수어교육 확대 등 장애인과 장애인가족의 복지증진과 권익보호를 위한 가장 시급한 최우선 과제를 건의했다.
간담회에 참석한 행정복지위원회 유인호 부위원장은 중증장애인의 자립을 위한 일자리사업에 대한 종합적인 실태파악을 통해 지속적인 일자리 사업 발굴을 주문했다.
김재형 위원은 시민들의 수어교육에 대한 수요가 증가하는 만큼 수어교육을 위한 장소, 프로그램 등 마련을 집행부에 요구했다.
또, 김현미 위원은 민간위탁 사회복지시설이 일부 단체에 편중되는 경향이 있으므로 장애인관련 시설 위탁 시 적재적소에 지원을 말했다.
여미전 위원은 타 시도 수어교육원 및 장애인 자립생활주택 현황을 파악해 장애인 생활여건 개선시책 마련을 뒷받침할 것을 주문했다.
간담회를 주재한 행정복지위원회 임채성 위원장은 “집행부와 장애인단체간 소통이 미흡한 부분이 있다”면서, “향후 장애인연합회에서 제안한 과제에 대해 적극 검토하여 대책을 마련하고, 장애인연합회, 의회와 지속적으로 협의하여 정책들이 조기에 실현될 수 있도록 적극 노력해 주길 바란다”고 당부했다.
세종시장애인단체연합회 박치온 회장은 “행정복지위원회 위원들의 장애인 복지에 대한 관심과 격려에 감사하며 장애인의 복지증진 및 권익보호를 위한 정책 등을 펼치며 행복한 복지사회를 위해 노력하겠다”고 말했다.
한편, 세종시장애인단체연합회는 (사)한국장애인기업협회 세종특별자치시지부, (사)세종신체장애인복지회, (사)세종시장애인부모회 등 총 13개의 단체로 구성돼 있으며 장애인들을 대표하고 장애인의 입장을 대변하며 장애인의 복지증진 및 권익보호를 위한 다양한 정책 등을 추진하고 있다.
