지난 13일 세종시 출자·출연기관의 운영에 관한 조례안을 가결을 두고 세종시와 시의회가 서로를 비난하며 대치국면을 이어가고 있다.
세종시는 23일 시의회가 가결한 '출자 출연기관 일부개정 조례안'을 공포하지 않기로 최종 결정했다.
이날 고기동 행정부시장은 기자간담회를 통해 "제81회 임시회 재의 결과 조례안은 가결됐으나 ,절차상 하자가 명백했고 그 하자는 실수에 기초한 것이었다. 이 실수는 바로잡아야 하는 것이지, 정쟁의 도구로 전락해서는 안된다 "며 "당면한 문제를 실질적으로 해결할 필요가 있다는 점을 상병헌 의장과 임채성 행복위 위원장에게 전달했지만 받아들이자 않았다"고 말했다.
이어 "중대한 절차장 하자가 있는 조례안을 공포할 수 없다"며 "실체적 진실과 정차상 하자를 명확히 위한 방안을 다각도로 검토하겠다"고 강조했다.
이에 대해 세종시의회도 같은 날 해명자료를 내고 "의장 권한과 회의 절차에 따른 합리적이고 정상적인 회의 진행이었다"고 반박했다.
시 의회는 "투표에 앞서 의장으로서 세종시의회 회의규칙 제 51조 따른 전자투표방식을 상세히 설명했고 투표 종료전 찬반 변경에 대해서도 안내했다"며 " 김학서 의원은 투표 종료 선언까지 의장, 사무처 직원 등 다수가 인지할 정도로 투표 과정에 대한 이의제기를 하지 않았고 투표 진행을 도와주도록 배치된 사무처 직원에 대한 해당의원의 호출이나 도움 요청도 없었다"고 설명했다.
