국민통합위원회 세종지역협의회가 13일 출범했다.
세종시는 이날 시청 대회의실에서 ‘세종시-국민통합위-세종시의회’ 간 국민통합 증진을 위한 업무협약을 체결하고, 국민통합위원회 세종지역협의회를 출범시켰다.
이날 행사는 최민호 세종시장, 김한길 국민통합위원장, 상병헌 세종시의회 의장을 비롯해 통합위위원과 세종지역협의회 위원 등 30여 명이 참석했다.
출범식은 업무협약 체결, 지역협의회 위원 위촉식, 지역협의회 1차 회의 순으로 진행됐다.
세종시와 시의회 그리고 국민통합위원회는 이번 업무협약을 통해 ▲정책 및 사업 추진 ▲조례·규칙 제정 등 입법 지원 ▲문화확산과 교육·조사·연구 ▲중앙-지역 간·지역 시민사회-공공부문 간 소통 활성화 등에 상호 협력하기로 했다.
국민 소통과 대통합을 위해 구성된 세종지역협의회의 위원 25명은 이날 김한길 위원장으로부터 위촉장을 받고, 앞으로 국민통합 실현을 위한 중앙-지역 간 가교역할을 충실하게 수행할 것을 다짐했다.
세종지역협의회는 출범식 이후 세종시 핵심 현안인 ‘창조와 도전의 미래전략수도 세종’을 주제로 1차 회의를 진행했다.
회의에서 김한길 위원장과 세종지역협의회 위원들은 세종시가 행정수도로서의 위상을 확립하고 미래전략수도로 나아가기 위해서 국회 세종의사당 건립이 하루빨리 이행돼야 한다는 점에 입을 모았다.
또 시민 불편을 해소하고 불필요하게 낭비되는 행정비용을 절감하기 위해서 케이티엑스(KTX) 세종역이 필수적으로 설치돼야 한다는 점에서도 같은 의견을 표했다.
여기에 인근 지역과의 상생협력 방안도 함께 모색될 필요가 있다고 제안했다.
세종지역협의회는 또한 올해 첫 출범한 국민통합위 특별위원회인 ‘자살 위기극복 특위’가 범정부적 대응방안을 논의하고 있는 것에 발맞춰 ‘세종시의 생명존중 확산을 위해 나아갈 방향’을 국민통합 의제와 관련된 안건으로 상정해 논의를 갖기도 했다.
이들은 세종시가 자살예방을 위해 선제적으로 실시하고 있는 우수정책을 소개하는 한편, 지역사회 역할이 중요하다면서 관계기관의 지속적 관심과 지원이 필요하다고 피력했다.
최 시장은 “수도권과 지방의 불균형이라는 공간적 양극화의 해소를 통한 국민통합을 위해, 국회 세종의사당 건립이 속도를 내야 하고 KTX 세종역 설치가 적극 추진돼야 한다”라며 “위원들의 지속적인 관심과 적극적인 지지를 당부드린다”라고 말했다.
한편 국민통합위원회는 우리 사회에 내재된 상처와 갈등을 치유하고 국민통합을 위한 정책 및 사업 등을 효과적으로 추진하기 위해 지난해 5월 대통령 직속 위원회로 설치됐다.
