시에 따르면 그동안 경주시는 문화재 보존과 시설 관리를 위해 성인 3000원, 청소년 2000원, 12세 이하 어린이 1000원의 관람료를 받아 왔다.
이번 조치에 따라 매일 오전 9시부터 오후 10시까지 정문, 후문, 동문 등 총 3개 출입문을 통해 무료 입장이 가능하며, 그 외 시간은 문화재 보호를 위해 출입이 엄격히 통제된다.
단 대릉원 내 천마총은 관람료 징수는 기존대로 유지하며 문화재 보호를 위해 음식물 반입과 애완동물, 전동차의 출입은 제한된다.
앞서 시는 대릉원 입장료 전면 폐지를 위해 문화재청과 2021년부터 지속적인 협의를 진행해 왔다.
시민원탁회의와 여론조사를 통해 시민 의견을 수렴하기도 했다. 또 대릉원 관람료를 무료로 하는 내용을 골자로 한 ‘경주시 사적지관람료 징수 및 업무위탁 관리조례’도 개정했다.
경주시는 대릉원 전면 무료개방에 발맞춰 출입문 3곳을 중심으로 순찰인력을 집중 배치할 방침이며, CCTV와 보안등 추가는 물론 관람객 집계를 위한 무인계측 시스템도 신규로 설치할 예정이다.
대릉원은 동부사적지와 원도심을 잇는 신라 왕족고분 유적지로 지난해 방문객만 132만 9114명으로 집계되는가 하면, 코로나19 확산세가 정점이었던 2021년에도 108만 1410명이 입장할 만큼, 경주를 대표하는 사적지다.
경주시는 이번 대릉원 관람료 폐지로 황리단길과 동부사적지를 찾는 관광객들이 도심권역으로 보다 쉽게 유입될 것으로 기대하고 있다.
주낙영 경주시장은 “대릉원은 경주시가지 중심에 신라시대의 고분들이 집중해 있는 역사문화의 중심지이자 황리단길과 중심상가로 연결되는 통로”라며 “이번 무료 개방으로 대릉원을 자유롭게 드나들 수 있게 해 중심상가 활성화를 유도할 것이다”고 말했다.
한편 경주시가 2020년 12월 9일부터 16일까지 실시한 ‘대릉원 개방에 대한 시민의견 조사’에서 응답자 2357명 중 적극 찬성 913명, 찬성 429명 총 1342명이 응답해 56.9% 찬성으로 집계됐다.
