[브레이크뉴스=양영석 기자] 밀양시는 밀양시외버스터미널 인근 상권의 상인 84명과 터미널 상권 경관협정을 체결하고 경관협정을 인가했다고 24일 밝혔다.
경관협정은 우리 동네를 쾌적하고 아름답게 만들기 위해 주민들 간에 맺는 약속으로 ‘경관법’ 제19조에 근거하고 있다.
이는 관 주도에 의한 일방적인 경관사업을 탈피, 주민 스스로 실질적이고 현실적인 경관사업을 발굴해 추진하고 지속적으로 관리할 수 있는 체계를 마련하기 위한 제도다.
밀양 최초로 체결한 터미널 상권 경관협정은 터미널 인근 상인들이 직접 협정서를 만들고 협정운영회를 설립해 시에 인가를 신청하고 밀양시 경관위원회 심의를 거쳐 지난 20일 경관협정 최종 인가를 받았다.
이번 경관협정은 주민 주도의 터미널 상권 경관 개선으로 상권활성화 및 지속가능한 상권 경쟁력 확보가 목적이다.
주요 협정내용은 옥외광고물과 가로경관 개선, 상권 정체성 강화를 위한 사항으로 지역경관 개선에 소요되는 사업비를 지원받을 수 있다.
협정 유효기간은 인가날로부터 3년이며 협정기간 내 예산을 지원받은 경관시설을 유지해야 하고 협정체결 내용을 준수해야 한다.

경관협정운영회의 강재구 회장은 “예전에는 시외버스터미널과 시장을 중심으로 원도심이 형성됐지만 밀양대 이전 이후 점차 상권이 침체됐다”며 “인근 나노융합국가산업단지 조성으로 지역의 변화가 기대되고 이번 협정을 계기로 상인들이 단합해 침체된 터미널 주변을 예전의 활기찬 거리로 만들어 가겠다”며 지역 개선에 대한 강한 의지를 밝혔다.
밀양시는 2021년부터 주민주도의 도시경관 형성을 위해 밀양시 경관계획 상 중점경관관리구역 8개소를 대상으로 주민 경관인식 교육과 경관협정 홍보를 실시했다.
그중 가장 관심도와 추진의지가 높은 시외버스터미널 인근 지역을 경관협정 시범사업대상지로 선정, 2022년 12월 경관협정 기본계획 수립 용역을 완료했으며 오는 5월부터 경관협정 시범사업인 ‘터미널상권 경관협정 간판개선사업’을 시행할 예정이다.
