세종시의회, 정부세종컨벤션센터에서 학술 세미나 개최

세종특별자치시의회가 정부세종컨벤션센터에서 학술 세미나를 개최한다고 밝혔다.

오는 27일부터 28일까지 양일간‘새로운 지방시대와 지방의회의 역할’이라는 주제로 개최하는 이번 세미나는 세종시의회 의회운영위원회(위원장 유인호)와 함께 한국법제연구원, 한국지방행정연구원, 대전세종연구원, 제주연구원 등 5개 기관이 공동주최한 행사로 총 3개 세션으로 나누어 기조 발제 후 토론 순으로 진행된다.

첫날인 27일에는 특별자치시도 방향과 과제, 그리고 특별자치시도의 자치경찰제라는 주제로 양태건 한국법제연구원 연구위원, 강창민 제주연구원 연구위원, 김흥주 대전세종연구원 연구위원 등이‘특별자치시도의 법적 쟁점과 과제’를 분석해 발제자로 나서고, 28일에는 지방정부의 역할 및 지방의회의 전략이라는 주제로 임정현 제주특별자치도의회 정책연구위원 등 참석자들이‘지방자치법 개정으로 생태계 변화를 겪고 있는 지방의회 환경변화’를 분석해 발표할 계획이다.

이번 세미나를 주관한 세종시의회 유인호 의원은‘새로운 지방시대와 지방의회 역할론에 대한 정책아이디어 및 향후 추진과제 발굴을 목적으로 학계 및 전문가들과 상호토론의 장을 만들게 됐다’고 개최 배경을 설명했다.

한편 이번 세미나의 패널토론 진행은 세션별로 이순열 세종시의회 산업건설 위원장, 곽영길 세종시자치경찰위원회 실무협의회 위원장, 유인호 세종시의회 운영위원장이 각각 맡는다.
