【브레이크뉴스 울진】이우근 기자=울진군(군수 손병복)은 지난 25일 부산 벡스코에서 한국수력원자력과 수소융합얼라이언스 주관으로 개최된 기후산업국제박람회 특별행사‘원자력 청정수소 국제비지니스 포럼’에 참석했다고 26일 밝혔다.

이번 포럼은‘탄소중립 달성을 위한 원자력수소의 역할과 과제’를 주제로 산업통상자원부 강경성 제2차관, 손병복 울진군수, 한국수력원자력 황주호 사장을 비롯해 경제협력개발기구(OECD) 산하 원자력에너지기구, 프랑스 원자력 및 대체에너지위원회 등 국내외 산학연 전문가 150여 명이 참석했다.
이날 포럼에서는 국내외 청정수소 생산 및 기술개발 동향, 한수원의 청정수소 기술개발 추진계획, 청정수소 경제성 및 상용화를 위한 과제, 법적·제도적 해결방안 등이 논의됐다.
현재 국내 수소 시장은 석유화학 생산공정에서 발생하는 부생수소와 천연가스를 분해해서 만드는 개질수소방식 위주다. 이 둘 모두 화석연료에서 수소를 만들기 때문에 탄소중립 달성에는 한계가 있다. 원자력수소는 무탄소 전력인 원자력으로 물을 분해하여 청정수소를 생산하는 방식으로 탄소배출이 없을뿐더러 생산 단가도 낮아 전 세계적으로 관심이 높다.
지난 3월 15일 원자력수소 국가산업단지 후보지로 지정된 울진군은 국가산단을 중심으로 원자력수소 산업을 대대적으로 육성한다는 방침이다. 원자력수소 공급시설 구축을 위해 한수원과 긴밀히 협력 중으로 한수원에서는 우선 10MW급 저온수전해 방식의 수소 생산 플랜트를 2024년 4월부터 2027년 3월까지 조성할 계획이다.
손병복 울진군수는“수소는 탄소중립시대의 석유가 될 것”이라며“원전 10기를 활용한 청정수소 대량 생산으로 울진을 산유 도시로 만들고 국가산단을 중심으로 수소 전주기 산업클러스터를 조성하여 비약적인 지역발전을 이루어내겠다”라고 말했다.

Currently, the domestic hydrogen market is centered on the reformed hydrogen method, which is produced by decomposing by-product hydrogen and natural gas generated in the petrochemical production process. Since both produce hydrogen from fossil fuels, there are limits to achieving carbon neutrality. Nuclear hydrogen is a method of producing clean hydrogen by decomposing water with nuclear power, which is carbon-free electricity, and is of high interest worldwide because of its low production cost and zero carbon emission.
Uljin-gun, which was designated as a candidate for a nuclear hydrogen national industrial complex on March 15, plans to foster the nuclear hydrogen industry on a large scale centering on the national industrial complex. KHNP is working closely with KHNP to build a nuclear hydrogen supply facility, and KHNP plans to build a 10MW low-temperature water electrolysis hydrogen production plant from April 2024 to March 2027.
Sohn Byung-bok, Mayor of Uljin-gun, said, “Hydrogen will be the petroleum of the carbon-neutral era.” I will make it happen,” he said.
