‘맨해튼 프로젝트’의 진실이 뭘까?..감히, 필자의 생각을 말하다!
영화 ‘오펜하이머’가 한국에서 8월15일 개봉된다. 이 영화는 “제2차 세계대전 당시 핵무기 개발을 위해 진행되었던 비밀 프로젝트였던 ‘맨해튼 프로젝트’를 주도한 미국의 물리학자 ‘로버트 오펜하이머(1904-1967)’의 스토리”를 담은 영화이다.
미국은 6년의 긴 전쟁이었던 2차 세계대전의 유럽승리(독일항복=1945년 5월9일)에 이어 일본과의 전쟁에서도 승리했다. 일본이 항복했던 것은 ‘맨해튼 프로젝트’의 목적이었던 신무기 개발, 즉 원자폭탄 개발과 일본 히로시마와 나가사키에 실전(實戰) 투하(1945년 8월 6일-9일)가 결정적인 원인이었다.
미국은 2차대전 승리와 함께 유럽의 선진 국가였던 독일 과학자 2만여 명을 미국으로 긴급 이주시켜 세계적인 과학국가의 기반을 다졌다.
미국의 2차대전 승리의 비결은 뭘까? 필자의 견해로는 빠른 정보(情報)입수, 그리고 그러한 정보입수에 따른 신속한 대책마련이었던 것으로 분석된다.
미국이 추진했던 ‘맨해튼 프로젝트’의 목적은 신무기 개발-원자폭탄의 완성이었다. 원래 원자 폭탄은 2차 세계대전 중 독일이 먼저 추진하고 있었다. 독일은 체코의 우라늄 광산을 장악, 원자 무기의 개발에 힘을 쏟고 있었다. 원자폭탄의 제조가 완성될 목전까지 갔었다. 이때 미국이 이러한 고급 정보를 입수, 1944년-1945년에 ‘맨해튼 프로젝트’를 진행시켰다.

이때 물리학자 아인슈타인이 루스벨트 대통령에게 편지를 보내 독일의 원자폭탄 개발에 따른 대응을 촉구하기도 했다. 미국은 원자폭탄 개발에 관한 고급정보를 입수, 빠른 대책마련에 들어갔던 것이다.
제2차 세계대전 당시 미국은 연합군에 가담했으므로 미군 정보기관 요원들이 유럽에서 활동했었을 것이다. 또한 미국 국가 정보기관 요원들도 암약했었을 터이다. 이들 정보요원들이 독일의 원자폭탄 추진 정보를 입수, 본국에 보냈을 가능성도 있어 보인다.
우리나라 광복절을 기해 개봉될 ‘오펜하이머’는 일본 히로시마에 투하, 일본이 항복하게 했던 원자폭탄을 만든 미국인 과학자의 일대기이다. 37만4천여 명 이상의 살상자를 부른 원자폭탄이 폭발될 때의 장면이 어떻게 표현되는지에 대해서 벌써부터 관심이 집중되고 있다.
필자의 시각은 미국 원자폭탄 제조-실전투하의 성공은 빠른 정보의 입수와 즉각적인 대응이었다고 생각한다. 빠른 정보 입수와 그 정보에 합당한 즉각적인 대응이 없었다면, 독일이 먼저 원자폭탄을 제조, 미국에 투하했을 수도 있었다. 그랬다면, 오늘날의 미국은 없었을 것이다.
영화 '오펜하이머'가 국내에서 상영되면, 원자폭탄에 관한 이야기가 사회적인 이슈로 등장한다.
이때 잊어서는 안될 게 있다. 현대는 첨단 정보화 사회라는 것이며, 정보가 현대국가의 생사(生死)를 좌우한다는 사실이다. 옛날이나 지금이나 국가 정보기관의 임무가 막중함을 인식해야 한다.
‘맨해튼 프로젝트’의 진실은, 정보전쟁에서 이겨야 모든 전쟁에서 이길 수 있다는 게 그 요체(要諦)이다. "한국이 보유한 반도체 기술은 원자폭탄을 능가하는 첨단 기술이다." 첨단기술을 지닌 대한민국이 잊어서는 안 될 사안이 있다. 미군은 일본과의 전쟁 우위를 점하기 위해 히로시마(1945년8월6일)-나가사키(1945년 8월9일)에 원폭을 투하됐다. 그런데 일본은 히로시마 나가사키는 군사용 무기를 만드는 군수공장지대 였다. 이 공장들에 한국인 노무자들이 많았다는 사실을 기억해야 한다. 원폭투하로 일제 강점기 때 징용-징병으로 일본에 끌려갔던 조선사람들 희생자(1972년 4월 한국원폭피해자협회의 발표에 따르면, 원폭피해자 추정치로 총 피폭자 7만 명 중 사망자 4만 명)가 많았다는 사실이다.
한국은 이제 세계의 10대 경제대국이 됐다. 국가 정보기관들의 국익(國益)에의 기여가 기대될 때이다.
