매년 인명 희생, 전답과 가축 손실이 늘고 있다. 동북 태평양의 바닷물 수온 상승으로 라니냐가 생긴다. 바닷물이 1도만 더 올라도 원자폭탄 수십만 개 에너지가 생겨 고기압을 따라 하늘로 수증기가 치솟는다. 적도 근처 저위도에서 올라온 이 거대한 습한 기단은 러시아 중국 서부에서 내려오는 차고 건조한 냉기류와 만나면 국지성 폭우를 생산한다.
