김종철 발명가(72세)는 교도관으로 35년을 근무한 후 은퇴했다 그는 '날개달린 보트' '구명 옷' '물놀이기구' '모기 안 물리는 방충복' 등 20여 종의 발명특허를 가진 발명가이다.

그는 지난 7년간에 걸쳐 대통령실이나, 국민권익위원회 등의 정부기관을 향해 청원을 해왔다. 발명가가 왜“ 어떤 내용을? 정부 기관에 청원해 왔을까?

그는 지난 2016년 9월20일부터 2023년 8월4일까지 95번에 걸쳐서 '날개달린 보트' 관련 청원서를 제출했다. 되돌아오는 답변은 “현재는 수용하기 어렵다” 등 한결같은 것이었다. 큰 비용이 드는 일이 아닌데도, 발명가의 청원사항을 국가 기관이 실험해보려고 시도한 공무원이 한명도 없었다고, 아쉬워했다.
