[브레이크뉴스=양영석 기자] 밀양시는 27일 조선시대 3대 누각 중 하나인 밀양 영남루가 국보로 지정 예고 됐다고 밝혔다.
밀양강이 내려다보이는 돌벼랑 위에 위치한 영남루는 영남제일루라는 현판에 어울리게 뛰어난 경관과 함께 건축미가 조화를 이룬 목조건축물이다.
영남루는 통일신라 때 사찰 영남사의 부속 누각에 기원을 둔다.
고려말 1365년 관영 누각으로 개창된 후 650여 년 동안 원위치에 보존돼 온 대형누각으로 대루 좌우에 능파각과 침류각이 연결된 웅장하고 독특한 형태로 높은 건축사적 가치가 있다.
또한 단청도 대량에서 용실과 하엽모양을 조합한 고식의 머리초를 가지고 있고 사신도를 그려 일반적인 단청 양식을 초월하는 높은 예술성이 돋보인다.
이밖에 영남루의 주변 경승에 관한 문인들의 시문은 방대하며 수준도 높아 영남루가 가진 인문학적인 가치를 보여준다.
영남루는 조선시대 지방 관영 누각 건축을 연구하는 데 있어 귀중한 자료지만 그동안 순탄치 못한 평가를 받아왔다.
일제 강점기인 1933년 보물로 지정됐다가 해방 후에는 1955년 국보로 승격해 관리했다.
그러나 1962년 1월에 제정된 문화재보호법에 따라 문화재를 재평가하면서 다시 보물로 내려왔다.
영남루는 지난 국보로서의 평가를 반세기 넘어 60여 년 만에 되찾게 된 것이다.
시는 영남루가 국보로 평가받기 위해 지난 세월 동안 끊임없는 노력을 해왔다.
2014년도에는 첫 번째 국보 승격을 추진했으나, 검토과정의 문턱을 넘지 못했다.
2016년도에는 두 번째로 시민운동 차원에서 국보승격 운동을 추진했으나, 가치 재조명을 위한 문헌과 자료 추가조사를 위해 취하했다.
세 번째로 영남루의 문화재로서의 가치와 품격을 높이기 위해 2021년도에 영남루 국보 승격 보고서를 경남도에 제출해 지난해 경상남도 문화재위원회의 심의를 통과하며 문화재청으로 보고서가 제출됐다.
그동안 국보 승격을 위한 밀양시의 지속적인 노력에 힘을 보태 밀양시의회에서 ‘영남루 국보 승격 대정부 건의안’을 정부에 제출했으며 제7회 대한민국 사진축전에서 ‘밀양 영남루 국보승격 기원전’을 개최해 밀양을 넘어 전국에 영남루의 아름다움을 선보였다.
이 밖에도 밀양시민이 모여 영남루 국보 승격을 염원하는 시민토론회를 개최하는 등 모든 시민이 영남루 국보 승격이라는 염원을 담아 함께 뜻을 모았다.
그리고 올해 3월 문화재청 문화재위원의 현지 조사가 이뤄졌고 지난 10월 중순 문화재청 건축 문화재 분과위원회의 검토과정을 거쳐 27일 문화재청의 공식적인 지정 예고 발표가 있었다.
영남루를 사랑하는 시민과 여러 기관·단체의 노력이 더해져 밀양시민의 오랜 염원을 이뤄낸 것이다.
