[브레이크뉴스=주윤한 기자] 거창군은 관내 방치된 유휴시설의 효율적인 활용 방안을 모색하기 위해 지역 유휴공간에 대한 조사를 추진한다고 1일 밝혔다.
저출산, 고령화 등으로 인해 인구가 감소하면서 전국적으로 유휴공간이 지속해서 발생하고 있으며 특히 공공부문의 유휴공간들이 늘어나면서 지역 활력이 위축되고 지역 쇠퇴와 지방소멸과도 연결되고 있는 상황이다.
방치된 유휴시설은 농촌 빈집과 더불어 안전사고 범죄 발생, 경관 훼손 등 사회문제의 발생 우려를 높이고 있어 지자체의 선제적이고 체계적인 대응이 필요하다.
군은 유휴시설에 대한 기초조사를 1일부터 30일까지 1개월간 읍면 행정복지센터와 지역 유관기관의 협조를 받아 위치, 면적, 소유자, 매매·임대 의사 등 기본사항과 주변 여건 등 공간에 대한 세부적인 사항도 포함해 확인한다.
또한, 이번 조사는 공공부문이 관리하는 유휴공간이 핵심 대상이지만 재생자원으로 활용 가치가 있는 사유재산도 조사에 포함할 계획이다.
단, 사유재산 중 빈집은 이번 조사 대상에서 제외한다.
군은 이번 조사를 토대로 내년에 지역 유휴공간 조사 및 활용방안 수립 용역을 시행하고 유휴공간을 지역 활력 개발 자원으로 재생 방안을 마련할 계획이며 필요시 매입 또는 장기 임대를 통해 유휴공간을 활용한 사업을 추진할 예정이다.
구인모 군수는 “지역의 유휴공간을 재생하고 유용한 공간으로 재창출하기 위한 이번 조사에 군민의 관심과 관내 유관기관의 적극적인 협조를 당부드린다”고 말했다.
한편 거창군은 거창축협에서 사료 창고로 활용하던 곳을 청년 거점 공간인 거창청년사이로 조성해 지역 청년들이 자유롭게 즐길 수 있는 공간으로 활용하고 있으며 NH농협은행 거창군지부 지하 유휴공간을 군민 생활문화공간 상상생활문화센터로 재탄생시켜 다양한 강좌와 전시, 동아리 모임, 플리마켓 등을 운영하고 있다.
