이를 위해 군은 17만여 필지에 대해 관련 지적공부 및 건축·개발행위 등의 각종 인·허가 자료를 수집·검토 한 후, 개별토지의 공적 규제, 농지, 임야, 토지 이용 상황, 지형 지세, 도로 조건, 유해시설 접근성, 위험시설 접근성, 개발사업 등을 분석해 토지 특성 조사표를 작성한다.
이어 2024년 1월 25일 국토교통부에서 결정·공시하는 표준지공시지가를 기준으로 산정의 기준이 되는 표준지를 선택하고, 표준지와 산정 대상 필지의 토지 특성을 비교하여 서로 다른 특성을 찾아낸 다음 토지가격비준표에서 추출한 가격 배율을 표준지에 곱하여 개별토지의 1㎡당 공시지가를 산정한다.
