브레이크뉴스 정명훈 기자= 더불어민주당은 이동관 방송통신위원회 위원장 등에 대한 탄핵소추안을 발의를 하루만에 철회하고, 이달 30일 재발의하기로 했다.
박주민 민주당 원내수석부대표는 이날 국회 소통관에서 가진 기자회견에서 "전날 저희가 제출했던 탄핵안 철회서를 (국회 의안과에) 제출했다. 아무 문제 없이 철회서는 접수 완료됐다"고 밝혔다.
민주당은 전날(8일) 이동관 방통위원장과 자녀 위장전입 의혹 등이 있는 이정섭 수원지검 2차장검사, '고발 사주' 의혹이 있는 손준성 대구고검 차장검사에 대한 탄핵소추안을 당론으로 발의했다.
이에 국민의힘은 탄핵안 표결을 막기위해 애초 예고한 필리버스터를 막판에 포기했다.
윤재옥 국민의힘 원내대표는 전날 "민주당이 방송통신위원장을 탄핵해 국가기관인 방통위의 기능을 장시간 무력화하겠다는 나쁜 정치적 의도를 막기 위해서는 필리버스터를 포기할 수밖에 없는 상황임을 국민들이 이해해주시고 응원해주시길 부탁드린다"고 말하기도 했다.
만약 국민의힘이 노란봉투법과 방송3법을 막기위해 필리버스터를 진행, 24시간이 지나도록 본회의가 계속됐다면 탄핵안 표결은 진행될 수 있었다.
그러나 이날 본회의가 제때 종료된 뒤 72시간 이내 본회의가 열리지 않으면 탄핵소추안은 자동으로 폐기되기 때문에 어쩔 수 없이 필리버스터 포기를 택했다는 것이다.
하지만 민주당은 탄핵안 철회를 통해 이를 비켜갔다.
국회 의사국은 탄핵안은 어제 상정된 게 아니라 보고가 이뤄진 것이라며 의안이 되기 전 공지행위였기 때문에 철회가 가능하다고 해석했다.
또한 이를 이유로 '일사부재의의 원칙(안건이 한번 국회에서 부결되면 같은 회기 중에는 다시 동일 안건을 발의 또는 제출되지 못하는 것)'도 적용되지 않는다고 봤다.
박주민 수석은 "절차를 둘러싸고 자의적 해석과 혼란을 야기했던 국민의힘은 정치적 공세를 멈춰야 한다"라며 "이달 30일, 오는 12월 1일 국회가 연이어 붙어있는 본회의를 시기로 해서 탄핵 추진을 흔들림없이 이어가겠다"고 강조했다.
그러면서 "이원석 검찰총장이 (검사들을) 일벌백계하고 검찰 투명성 신뢰도 재고하려 하지 않고 오히려 이정섭 차장을 편드는 모습을 보여줘서 유감스럽다"고 덧붙였다.
반면 윤재옥 원내대표는 이날 오전 국회에서 기자들과 만난 자리에서 "국회 의사국이 편향됐다"면서 "민주당과 국회사무처가 짬짜미가 돼서 국회법을 부당하게 해석하고 국회법의 근간이 되는 일사부재의 원칙을 훼손하려는 시도에 대해서는 좌시하지 않을 것"이라고 비판했다.
