경주시에 따르면 이날 김성학 경주부시장 및 김석기 국회의원, 윤태열 울진부군수, 김석명 울주부군수, 박종규 기장부군수, 김정섭 영광부군수 등은 성명서를 발표한 후 김영식·이인선 국회의원에게 공동 건의서를 전달했다.
이들은 포화가 임박한 원자력 발전소 부지 내 저장시설의 영구화 방지는 물론 지자체 지원 근거마련 등을 담은 고준위 방사성폐기물 특별법 제정이 시급하다고 성명서를 발표했다.
또 건식 저장시설과 관련한 주민 수용성을 제고하고, 고준위 방폐장 부지 선정에 조속히 착수하기 위해서라도 특별법 제정이 절실하다고 다 같이 입을 모았다.
이는 지난해 11월 국회 산업통상자원중소벤처기업위원회 산업통상자원특허소위원회(이하 ‘산중위 법안소위’)에 상정된 고준위법이 현재까지 별 다른 진척이 없기 때문이다.
또한 오는 22일 산중위 법안소위 개최 예정에 따라 행정협의회 지자체 주민들의 고준위 특별법 제정 필요성에 대한 의지를 강하게 표명하기 위해서다.
주낙영 경주시장은 “법적 구속력을 가진 로드맵을 마련해 중간 및 영구 처분시설을 마련하는 것이 현재 운영 중인 임시 저장시설의 영구화를 막을 수 있는 유일한 길인만큼, 고준위 특별법의 신속한 제정을 촉구 한다”고 말했다.
지역구가 경주인 김석기 국회의원은 “영구처분시설 건설을 지금 시작해도 37년이 넘게 걸린다며”며 “원전과 고준위 방사성폐기물을 안고 사는 주민들에게는 생존이 달린 만큼 이번 회기 내에 관련법이 통과될 수 있도록 여·야 국회의원들께 간곡히 호소한다”고 전했다.
한편 경주시 원전범시민대책위원회도 21일 국회의사당 소통관을 방문해 고준위 특별법 제정을 촉구하는 기자회견을 연다.
