러시아의 문화는 형제로 시작해서 의리를 지키고 그 의리는 죽을 때까지 유효한다. 무엇이든 러시아 문화의 감성적인 부분인데 정치나 비즈니스, 국제관계 등에서 냉철하고 이성적인 모습을 보이는 러시아인들은 딱 하나, 이성을 감성으로 덮는 유일한 경우가 있다. 이는 형제(Брат)라는 단어다. 그리고 여기에 가족(Семья)의 의미도 갖고 있다. 이 감성적인 부분이 이성적인 부분을 압도하는 이유는 과거 잦은 전쟁으로 인해 가족과 친구를 자주 잃어버렸던 슬라브족의 아픈 감성의 역사와 맞물려 있기 때문이다. 그들에게 있어 가족의 형제, 같은 고향이나 국가에서 함께 자란 친구는 피를 나눈 가족과도 같은 의미를 갖고 있다. 이 문화적 코드를 이해하지 못하는 사람은 러시아를 잘 모르는 사람이다.
"비우호국가" 제정이라는게 얼마나 두려운 일이라면 앞서 본 러시아의 문화적 코드에 볼 때 사람이든, 집단이든, 민족이든, 국가든 우호국가는 곧 자신들의 형제이자 가족을 의미한다. 가족이나 형제라는 것은 떨어질래야 떨어질 수 없는 사이를 의미하는 것이고 그러한 의미는 러시아 문화에 있어 돈보다 더 소중한 것이 가족임을 말하고 있다. Hедружный (비우호적인) 이라는 러시아어 단어는 가족에서 파한다는 뜻을 의미하는 말로 필요에 따라 적국이 될 수 있다는 의미가 된다. 우리는 그 동안 러시아와 잘 지내왔고 우크라이나 전쟁이 벌어지기 전까지 러시아는 우호국이었다. 그런데 "비우호국가" 제정이라면 이전관계로 회복되기까지 상당한 시간을 요한다는 것에도 주목해야 한다. 그게 러시아의 문화적 코드와 연결되는 부분이다.
곧있음 3차 오일쇼크가 예상되는 가운데 대러제재 후폭풍을 맞이할 준비가 됐는가 싶다. 아마 안됐을 가능성이 가장 높다. 대러제재를 통한 에너지 수입의 차단은 곧 물가 폭등이라는 재앙을 불러온다. 이른바 "비우호국가"로 제정되는 순간 말 그대로 헬게이트가 봉인해제 되어버린 것이다. 대러제재가 본격화되면서 미국을 제외한 모든 국가들이 위기를 겪을 가능성이 높아졌다. 석유와 천연가스는 러시아 경제의 5분의 1을 차지하며 수출로 벌어들인 수입의 절반을 차지한다. 이에 따라 러시아산 석유와 천연가스 구매 거부는 러시아에 매우 강한 제재가 될 것이지만 이것은 양날의 칼이다. 러시아산 에너지에 의존하는 다른 서방 국가들은 유가와 물가가 엄청나게 상승함으로써 경제의 기조 체계가 흔들릴 것이다.
그렇지 않아도 유럽 물가는 지옥의 상승률을 보이며 잘못하면 폭동이 일어날 기세인데 러시아는 곧있음 가스와 석유를 잠그기라도 한다면 경제 뿐 아니라 사회 체계 자체가 붕괴될 것이다. EU는 원유의 26%, 천연가스의 38%를 러시아에서 사 온다. 천연가스 공급이 잠시라도 끊긴다면 에너지 가격이 상승할 것은 뻔한 일이고 안 그래도 비싼 물가, 더 비싸지게 되니 폭동, 사회적 정정 불안에 전체적인 EU 자산까지 동결은 피할 수 없게 되고 이러면 EU 체계 자체가 붕괴된다. 러시아에 투자도 많이하고 교류가 많은 우리도 여기에서 자유로울 수 있을까?
비우호국가로 지정된 한국은 마침내 무비자 60일 + 30일, 비자발급, 연장 등에 있어 차질을 빚을 전망이다. 나는 이같은 사태로 인해 러시아 입국 및 비자 문제에 있어 엄청난 불이익을 당할 것을 이미 예상한 바 있다. 러시아 외무부가 28일 비우호국가 입국 제한 대상을 일반 국민으로 확대한다는 방침을 발표했고 라브로프 외무장관은 다수 외국의 비우호적 행동에 대한 보복성 비자 조치 관련 대통령령 초안을 준비 중이라 말했다. 그리고 국내 입국 관련 무수한 제한 조치를 도입할 것이라니 이제 2010년도 이전과 같이 비자 받느라 고생할 확률이 높아진 셈이다. 다행히 아직은 세부 내용에 대해 보복성 비자 조치 관련 대통령령 초안을 준비 중이기 때문에 발표되지는 않았지만 국내 기업들과 교민, 유학생들 다수 피해를 입을 전망이다.
