윤석열 대통령이 30일 주앙 로렌수 앙골라 대통령과 정상회담을 갖고 보건·치안·조선·에너지 등 분야에서 양국 간 실질 협력 확대를 위한 양해각서(MOU)를 체결했다.
대통령실에 따르면 회담은 오전 11시부터 방명록 서명·기념 촬영·정상회담 및 협정·양해각서(MOU) 서명식·공식 오찬 등 순으로 진행됐다.
윤 대통령은 모두 발언에서 "이번 방한은 23년 만의 앙골라 대통령 방한이란 점에서 더욱 각별하다"며 "특히 탁월한 리더십·국민적 지지를 바탕으로 앙골라 발전·아프리카 안정을 이끄는 로렌수 대통령을 직접 만나게 돼 기쁘다"고 말했다.
이어 1992년 수교한 양국 협력 역사를 거론 후 "앙골라는 천연자원이 풍부하고 젊은 인구 비중이 높고 한국은 우수한 기술력·경제 발전 경험을 보유하고 있다"며 "오늘 정상회담서 양국 강점을 바탕으로 상호 협력을 더욱 확대하는 방안을 깊이 있게 논의하길 기대한다"고 말했다.
로렌수 대통령은 "대한민국은 짧은 시간에 많은 발전 경험이 있기 때문에 그런 부분을 함께 배워갈 생각"이라며 "이런 대한민국과 협조를 통해 한국이 가진 발전 경험을 앙골라도 함께할 수 있게 된다면 더더욱 앙골라는 단단한 경제협력을 이룰 수 있다 생각한다"고 말했다.
또 "세계 곳곳 분쟁에 있어 국제 공조를 통해 함께 해결하는 게 마땅하다"며 "대한민국은 한반도에 있어 안보 문제가 있는 것으로 안다. 이런 분쟁들이 일어나지 않도록 같은 국민 간 소통을 통해 잘 해결해 나가리라 생각한다"고 말했다.
윤 대통령은 이날 오전 용산 대통령실에서 가진 로렌수 대통령과의 정상회담을 계기로 무역투자촉진프레임워크(TIPF) 설립·양국 투자·수출 진흥 기관 간 협력 등을 위한 MOU를 체결했다. 향후 한국 기업은 앙골라에서 조선업 등 신규 수주 기반을 확대하면서 TIPF 등을 통한 에너지 자원 개발을 위한 협력 플랫폼을 마련키로 했다.
양 정상은 또 보건·외교 아카데미·경찰 교류 분야 MOU에도 서명한 가운데 한국 보건복지부가 보건 정책·의료인력 훈련을 돕고 경찰청 등은 사이버 범죄 대응·치안 훈련 등에 공조하는 게 골자다.
