President Yoon Seok-yeol establishes the Office of Senior Secretary for Civil Affairs...former Deputy Minister of Justice Kim Joo-hyun appointed
“It is weak in listening to public sentiment, so it is installed for the benefit of the people, and every government has a reason to put it in place and takes great pains to give advice. Chief Kim listens to public sentiment without adding or subtracting and reflects it in state affairs.”

On the 7th, President Yoon Seok-yeol established the Office of Senior Secretary for Civil Affairs and appointed former Vice Minister of Justice Kim Joo-hyun as the new Senior Secretary for Civil Affairs.
President Yoon directly announced the appointment of Chief Kim at the Yongsan Presidential Office this morning, saying, "This time, we have decided to establish the Office of Senior Secretary for Civil Affairs," and "The reason for restoring the Office of Senior Secretary for Civil Affairs is to strengthen the function of listening to public sentiment which was established for the benefit of the people." was introduced directly.
At the same time, he said, "(due to the absence of the Office of Senior Secretary to the President for Civil Affairs), the function of listening to public opinion was very weak, so since taking office, I have received a lot of advice from people around me, from media editorials," and "All administrations have functions that are in place for a reason, but civil affairs work is not done properly." “I was worried because they said it wouldn’t work,” he said.
He also said, "In the past, President Kim Dae-jung only had the Office of the Secretary for Justice due to concerns about dysfunction, but eventually restored the Office of the Senior Secretary to the President for Civil Affairs two years after taking office. I also thought it would be a good idea to restore the Office of the Senior Secretary to the President for Civil Affairs."
He continued, "During my last meeting with Representative Lee Jae-myung, the opposition party delegation pointed out the function of listening to public sentiment, and said, 'It seems that the president's staff is not conveying public sentiment to the president well.' I also talked about restoring the Office of Senior Secretary to the President for Civil Affairs." He added.
In addition, in response to a question about whether the opposition party was raising the claim that the Office of Senior Secretary to the President for Civil Affairs was established for the purpose of defending against 'judicial risks' related to President Yoon, such as the suspicion of his wife Kim Kun-hee's 'receipt of luxury bags', he drew a line by saying, "It was established for the people." .
President Yoon added, "If there is a judicial risk, it is a matter for me to resolve. If there is a (problem) raised against me, I should explain and resolve it, not the Senior Secretary for Civil Affairs."
Regarding the appointment of Chief Kim, he said, "It is said to be information on public opinion, but in the end, it is about collecting and handling information, so not only in our country but in any country in the world, the department that handles information is always led by a lawyer to ensure that the government itself is carried out within the framework of the rule of law." pointed out.
He continued, “I think that’s why, even in past administrations, most of the former lawyers and former prosecutors served as senior secretary for civil affairs. Rather than keeping public service discipline and legal work separate, there is a need for the chief secretary to coordinate the two since the chief of staff is not a lawyer.” “This has been raised,” he added.
At this meeting, the new Senior Secretary Kim said, "From now on, I will do my best to listen to the public's opinion without hesitation and reflect it in the operation of state affairs." He said.
He then expressed his feelings, saying, “If there are any inconveniences or problems that the people have in each policy field, I will do my best to ensure that they are well reflected in national affairs.”
He added, “We will create a new Office of the Secretary for Civil Affairs, which did not exist before, and its function will be primarily to listen to public opinion. We will gradually review how the Office of the Secretary for Civil Affairs will operate (investigative information, etc.).”
Regarding the background of the selection, the President's Office said, "He has extensive experience in legal administration and has abundant experience in the National Assembly and the media."
Under the new Office of Senior Secretary for Civil Affairs, the Office of Public Service Discipline and Legal Affairs will be moved under the existing Chief of Staff, and the Office of Secretary for Civil Affairs will be newly established, and the Office of Anti-Corruption Secretary, which was in charge of assessment work until the previous administration, will not be established.
With the establishment of the Office of Senior Secretary to the President for Civil Affairs, the Office of the President was expanded into a system of 3 Directors (Office of the Secretary, Office of Policy, and Office of National Security) and 7 Senior Secretaries (Government Affairs, Public Relations, Civil Society, Economy, Society, Science and Technology, and Civil Affairs).
Chief Kim, who is from Seoul, graduated from Seorabeol High School and Seoul Law School, completed the 18th class of the Judicial Research and Training Institute, and began his career as a prosecutor at the Seoul District Prosecutors' Office in 1989. He served as the head of the Ministry of Justice's Planning and Coordination Office, director of the prosecution, deputy attorney general, and deputy chief prosecutor of the Supreme Prosecutors' Office.
