㈔하늘문화세계평화광복(이하 HWPL)은 7월1일 보도자료에서 “최근 북한의 탄도 미사일 발사, GPS 교란으로 인한 서해 여객선·어선 GPS 오작동 피해, 쓰레기가 가득 담긴 오물풍선 대남 살포에 우리 정부가 강도 높은 한미연합훈련으로 대응하고 있다. 6·25 전쟁이 일어난 지 74년이 흘렀지만, 한반도의 긴장 상태는 여전히 지속되고 있다”고 전제하고 “이 밖에도 2022년 시작된 러시아와 우크라이나의 전쟁도 장기화되고 있으며, 하마스와 이스라엘의 전쟁도 8개월째 계속되고 있다. 내전으로 원치 않게 터전을 잃고 난민이 된 사람들의 수도 최고 수준에 이르고 있다. 하지만 분쟁·전쟁·내전 지역에 대한 세계적인 비난과 UN의 제재 경고에도 분쟁은 종식되지 못하고 있다”고 피력했다.

이어 “지난 6월20일 세계난민의 날과 관련한 유엔난민기구(UNHCR)의 ‘2023년 강제이주’ 보고서에 따르면 지난해 말 기준 강제이주 상태인 사람은 약 1억 1730만 명으로 지구촌 인구 69명 중 1명이 고향을 떠나 자국의 다른 지역을 향하거나 국경을 넘어 강제 이주했다. 이는 10년 전보다 거의 두 배나 늘어난 수치다. 이주민 수가 늘어난 주요 사건으로는 ▲수단 분쟁 ▲가자지구 전쟁 ▲시리아·미얀마 내전 ▲우크라이나 전쟁 등이 꼽혔다.”고 설명하고 “이러한 지구촌 상황 속에서 ‘세계적 장기 분쟁 지역’ 중 하나였던 민다나오가 50년 분쟁을 끝내고 평화를 정착시켜 가고 있는 모습에 국제사회의 관심이 더 높아지고 있다. 민다나오는 ‘세계적 장기 분쟁 지역’으로 1960년대 ‘모로인 학살’로 시작된 필리핀 정부와 민다나오 무장단체와의 무력 분쟁이 이슬람-가톨릭 종교 간 대립으로 번져 50여 년간 이로 인해 사상자만 12만 명이 넘고, 200만 명 이상의 난민이 발생했다”고 알렸다.
㈔하늘문화세계평화광복은 이 보도자료에서 “이런 상황에서 2014년 1월 24일 UN에 등록된 국제평화단체인 ㈔하늘문화세계평화광복(이하 HWPL) 이만희 대표의 중재를 통해 이슬람-가톨릭 양측의 대표자들이 분쟁을 종식하고 평화를 이루겠다는 민간 평화협정이 체결됐다. 이후 MILF와 필리핀 정부의 공식협정이 체결되며 분쟁이 종식됐다. 그리고 민다나오가 평화를 실현해 내기까지 전반의 과정이 담긴 ‘Great Legacy in the Philippines(위대한 유산)’이라는 제목의 평화 다큐멘터리도 제작돼 국내를 포함한 12개국 48개 곳에서 상영돼 뜨거운 반응을 얻은 바 있다”면서 “반면 2차 세계 대전 이후로도 지구촌 곳곳에서 계속되는 전쟁, 테러, 핵확산 등의 문제로 국제사회는 UN이 설립 취지(전쟁방지와 국제사회의 평화유지)에 걸맞은 역할을 하지 못하고 있다고 지적하고 있다. 특히 러시아-우크라이나·이스라엘-하마스 전쟁을 지켜보며 현 국제법의 한계를 통감하며 새로운 국제법 제정에 대한 목소리도 높아지고 있다. 지난 10년간 HWPL은 민다나오에서 평화를 정착하기 위한 다양한 활동을 전개했다. 2018년부터 HWPL은 필리핀 대통령실 산하 고등교육위원회와 협력하여 평화교육을 공교육에 도입하기 위한 노력을 지속하고 있으며, 최근에는 민다나오 자치정부에서 HWPL의 평화교육 교재를 바탕으로 한 교과서가 채택되기도 했다. 또한, HWPL의 교육, 종교, 청년, 여성 등 시민사회를 중심으로 한 대중적 평화운동에 함께 하고 있으며, 종교 간 소통 등을 통한 평화에 대한 대중적 인식 강화에도 힘쓰고 있다”고 강조했다.
HWPL은 “평화에 대한 실질적인 해결책을 담은 ‘지구촌 전쟁종식 평화 선언문 (DPCW)’ 10조 38항을 제시하여 세계 각국에서 평화활동을 전개하고 있다. 이 10개 조항은 분쟁의 예방 및 해결, 전력의 점진적 축소와 생활 도구로의 전환, 종교 및 민족 정체성에 의한 존중과 갈등 해결, 평화 문화의 전파 등을 핵심 내용으로 평화로운 국제사회를 유지하기 위한 원칙과 조치를 구체적으로 명시하고 있다.”면서 “전통적인 국가의 역할 외에도 평화를 문화로 확립하고 전파하는 지구촌의 여러 행위자의 역할도 강조하고 있어 전쟁 종식을 이루는 개인ㆍ사회ㆍ국가의 역할을 선명하게 제시하고 있다는 평을 받고 있다.”고 덧붙였다.

HWPL is carrying out peace activities in countries around the world by presenting Article 10, Paragraph 38 of the ‘Declaration of Peace and Cessation of War (DPCW)’, which contains practical solutions for peace. These 10 articles are aimed at maintaining a peaceful international society, with the core contents of preventing and resolving conflicts, gradually reducing power and converting it into a tool for daily life, respecting and resolving conflicts based on religion and ethnic identity, and spreading a culture of peace. “It specifies principles and measures in detail,” he said. “In addition to the traditional role of the state, it also emphasizes the role of various actors around the world in establishing and spreading peace as a culture, clearly clarifying the roles of individuals, society, and the state in ending war.” “It is being evaluated as being presented,” he added.
