[브레이크뉴스경기남부=용인 이현준기자] 이상일 용인특례시장은 ‘제2기 한강사랑 포럼’ 발대식에 참석했다.
26일 포럼 회원으로 참여한 지방자치단체장 등과 한강유역 수도권 지역에 대한 불합리한 규제를 혁파하고 지역 간 상호협력을 강화하는 방안 등을 논의했다.
이천 시청 대회의실에서 열린 발대식은 수도권 지역의 발전을 가로막는 불합리한 규제를 개선하고, 수도권과 지방의 공동 발전 방안을 모색하기 위해 마련됐다.
이상일 시장은 “한강유역 수도권 도시들이 지역 특성에 맞는 혁신성장을 이루기 위해서는 42년 전 제정돼 시대 흐름에 맞지 않는 규제 내용을 담고 있는 ‘수도권정비계획법’을 개정해 수도권의 각 도시가 새로운 법의 틀에 맞춰 성장을 할 수 있도록 해야 한다”고 강조했다.
이 시장은 “수도권 발전이 지방도시 발전을 억제한다는 단순한 논리에서 탈피해 수도권 발전이 지방 발전을 견인하고, 지방 발전이 수도권에 좋은 영향을 미치는 쪽으로 정책을 펴는 연구가 필요하다”며 “선진국이 국가 경쟁력 강화를 위해 규제 개선에 사활을 걸고 있는 상황에서 수도권 도시의 혁신적 발전을 위한 규제 혁파가 이뤄져야 대한민국의 경쟁력이 강화된다”고 말했다.
이 시장은 “용인의 경우 45년 동안 지역 발전을 가로막았던 송탄상수원보호구역 규제 개선을 위해 노력한 결과 오산시의 1.5배, 수원시의 53%에 해당하는 1950만평의 상수원보호구역 규제를 해제토록 하는 성과를 거뒀다”며 “현재는 이처럼 지방자치단체가 개별적으로 불필요한 규제 문제를 해결하기 위해 뛰는 형국인데, 앞으로 지방자치단체가 힘을 모아 수도권정비계획법 개정을 관철해서 법적 틀을 바꿔야 모든 지방이 잘못된 규제에서 벗어날 수 있다"고 강조했다.
이 시장은 "한강사랑포럼 회원들의 오늘 결의가 수도권 규제의 합리적 개선으로 이어질 수 있도록 협력하자"면서 "포럼 다음 회의를 용인특례시에서 주최하도록 해준다면 자연보호권역에 대한 합리적 조정 방안을 용인특례시가 제시하고 토론할 수 있도록 하겠다"고 말했다.
이천시와 이천 출신 국민의힘 송석준 국회의원이 주최한 발대식에는 이상일 용인특례시장을 비롯해 ▲김경희 이천시장 ▲송석준 국회의원 ▲이현재 하남시장 ▲김성제 의왕시장 ▲전진선 양평군수 ▲서태원 가평 군수 ▲김충범 광주부시장 ▲조정아 여주 부시장 등이 참석했다.
용인시의회와 경기도의회를 비롯한 각 경기도·시·군 의회 의장과 의원, 시민단체 회원 등 약 100여명도 참석했다.
이상일 용인특례시장을 포함한 ‘한강사랑포럼’ 회원들은 ‘수도권 규제의 합리적 개선을 위한 결의문’에 서명했다.
