윤석열 대통령이 21일 "경찰의 정당한 법 집행이 국가 보호를 받을 수 있도록 면책 규정 확대를 비롯 노력을 아끼지 않겠다"고 밝혔다.
윤 대통령은 이날 오전 서울 서대문구 경찰청 참수리홀에서 열린 '제79주년 경찰의 날' 기념식에 참석해 축사에서 "서민에게 고통주는 민생범죄를 끝까지 추적해 엄중 처벌해야 한다"며 이같이 밝혔다.
윤 대통령은 취임 후 3년 연속 기념식에 참석한 가운데 현직 대통령 경찰청 청사 방문 경우 이명박 전 대통령 이후 12년 만이다. 이 자리엔 경찰 영웅·순직 경찰 유가족·우수 현장 경찰관, 33개국 외국 경찰 대표 등 460여 명이 참석했다.
윤 대통령은 "구체적 동기 없이 불특정 다수를 위협하는 이상동기 범죄가 국민 평온한 일상을 위협하고 있다"며 "폭력배들은 악성 사기를 비롯 민생범죄 전반으로 그 조직활동 영역을 확장하고 있다"고 지적했다.
그러면서 "더욱이 마약·사이버 도박이 우리 아이들 일상까지 침투해 대한민국 미래를 위협하고 있고, AI(인공지능)·딥페이크(이미지합성기술) 등 첨단기술 악용 신종 범죄가 급증하고 가짜뉴스도 끊이지 않고 있다"며 "이런 새 위협에 맞서 국민을 안전하게 지키기 위해선 경찰이 더 빠르게 발전하고 능동적으로 변화하면서 더욱 과학화돼야 한다"고 강조했다.
또 "국민이 경찰을 믿고 의지할 수 있도록 사회적 변화·새 시대 상황에 맞춰 치안역량을 키우고 개발시켜야 한다"며 "범죄수익·자금원을 빠짐없이 환수해 범죄 생태계 연결 고리를 근원적으로 끊어내주기 바란다"고 주문했다.
이어 "스토킹·가정폭력·아동학대 등 약자 대상 범죄는 사건 초부터 강력하게 법을 집행해 가해자 범죄 의지를 꺾어야 한다"며 "꼼꼼한 모니터링으로 재범 가능성을 원천 차단하고 보호시설 연계부터 심리치료 지원까지 피해자를 보호하는 안전망을 촘촘하게 구축해주기 바란다'고 주문했다.
더불어 "딥페이크 등 허위 조작 콘텐츠 식별 시스템 개발에 박차를 가하고 관계기관과의 협업을 통해 디지털 성범죄를 뿌리뽑아야 한다"며 "사회를 흔드는 가짜뉴스에도 신속 강력 대응해주기 바란다"고 주문했다.
윤 대통령은 "신설 기동순찰대·형사기동대 중심으로 불안 요인을 면밀히 감지해 국민 안전이 위협받는 급박한 순간 신속 대처해달라"며 "정부는 첨단기술 개발을 적극 지원하고 법·제도를 차질 없이 정비해 여러분 업무를 든든하게 뒷받침하겠다"고 밝혔다.
또 "정부 출범 이후 공안직 수준 기본급 인상·복수직급제같은 경찰 숙원과제를 해결한 바 있다"며 "오랜 기간 국가를 위해 헌신한 경찰관에게 국립묘지 안장 자격을 부여하고 직무중 부상당한 경찰관 공상 치료비도 현실화했다"고 전했다.
