한국교통대 유라시아교통연구소와 (사)ETX포럼측은 10월23일 보도자료에서, 2024년 미국 대선에서 도널드 트럼프 후보가 당선될 경우 북미협상 재개와 함께 남북 관계에도 중대한 변화가 예상되며, 한국이 국제협상에서 소외되지 않도록 철저히 대비해야 한다는 의견이 제기됐다고 알렸다.

이 자료에 따르면, 양기대 전 국회의원(우석대 석좌교수)은 22일 경기도 의왕시 한국교통대학교에서 열린 ‘2024 미국 대선 결과가 동아시아고속철도(ETX)에 미칠 영향’이란 주제의 세미나에서 “2024 미국 대선에서 트럼프가 당선될 경우 북미협상이 재개되면서 한반도와 동북아 정세에 큰 변동이 올 수 있다”며 이에 대비할 필요성을 강조했다. 이날 세미나는 한국교통대 유라시아교통연구소와 (사)ETX포럼이 공동 주최했다.
양기대 전 의원은 “카멀라 해리스 후보가 당선되면 지금처럼 현상 유지가 예상되지만, 트럼프가 당선되면 북핵동결과 제재 완화의 교환, 나아가 사실상 핵보유국인 북한과의 군비통제 협상 개시 등 주고받기식 거래를 할 여지가 있다”며 “이런 상황은 그간 한미 양국이 구축해온 동맹의 기반을 뿌리째 뒤흔든다는 점에서 한국정부로선 각종 리스크를 점검하고 철저한 대비책이 필요하다”고 말했다.
양기대 전 의원은 이어 “과거 남북대화 재개시 남북철도연결이 최우선 의제가 되었듯이 북한의 경의선 동해선 철도 일부 파괴에도 불구하고 남북고속철도 협상도 갑작스럽게 시작될 수 있다”며 “북한 김정은 위원장도 남북고속철도 건설에 많은 관심을 보여온 만큼 이에 대해 관계부처 등에서 사전 대비를 해야 한다”고 강조했다.
또한 양기대 전 의원은 “김정은 위원장이 트럼프와 협상과정에서 대북제재로 답보상태에 있던 북한의 원산갈마해안관광지구가 대규모 국제관광지로 개발될 가능성도 있다”고 언급한 뒤 “이 경우 동해선이 다시 복원되고, 두만강과 러시아 블라디보스톡까지 이어지면서 시베리아 철도 연결의 기대감이 커지면서 경의선 철도연결, 남북고속철도 건설에도 긍정적인 신호가 될 것”이라고 전망했다.
이날 세미나에서는 북미대화 재개시 한국이 주도권을 잃고 소외되는 소위 ‘한국 패싱’이 될 가능성에 대한 우려와 대비책 마련을 촉구하는 의견도 많이 나왔다.
진장원 한국교통대 유라시아교통연구소장 (ETX포럼 상임대표)는 “트럼프가 당선되면 주한미군 방위비 증액 등 난제도 발생할 수 있지만 오히려 북미간 대화의 물꼬가 터지면서 한반도와 세계의 긴장완화, 남북고속철도, 동아시아 고속철도 건설에는 도움이 될 것”이라며 다만 유연한 외교를 통해 북미협상과정에서 ‘한국 패싱’에 대비해야 실질적인 진전이 이루어질 수 있다고 강조했다.
박정준 한국철도기술연구원 책임연구원도 트럼프 당선 후 북미대화재개 등을 통해 한국에도 큰 영향을 미칠 수 있지만 대화과정에서 한국이 소외되거나 자칫 경제적 부담만 떠안는 상황은 피해야 한다고 지적했다.
김원응 한국철도공사 해외사업본부장은 미국의 대북 협상결과에 따라 남북철도 연결 프로젝트가 좌우될 것이라며 그 과정에서 유엔과 미국의 제재에 대한 국제협력도 이끌어내야 한다고 말했다.
