윤석열 대통령이 5일 "결코 포기않고 4대 개혁을 반드시 완수해 대한민국의 더 큰 도약을 이뤄내고 자유·번영 길을 열어가겠다"고 밝혔다.
윤 대통령은 이날 경기 고양시 일산 킨텍스에서 열린 '2024 전국새마을지도자대회'에 참석해 축사에서 "개혁은 반드시 저항이 따르기에 역대 정부들이 개혁에 실패하고 포기했다"며 이같이 밝혔다. 윤 대통령은 취임 첫해부터 올해까지 3년 연속 이 대회에 참석했다.
그러면서 4대 개혁(의료·연금·노동·교육) 추진과 관련해 "지금 당장 하지 않으면 국가 생존을 장담할 수 없는 절체절명 구조개혁 과제"라며 "지금 우리는 전례 없는 위기·도전에 직면해 있다"고 강조했다.
이어 "우크라이나 전쟁·중동 분쟁 등으로 글로벌 안보·경제 상황은 한 치 앞을 내다보기 어렵다"며 "북한은 우리 안보·세계 평화를 위협하고 있다"고 지적했다.
또 "저출생 고령화·저성장 같은 구조적 문제가 대한민국의 새로운 도약을 가로막고 있다"며 "이에 위기를 기회로 바꿔낸 새마을운동 정신이 그 어느 때보다 절실하다"고 강조했다.
더불어 "새마을 정신을 다시 일으켜 우리 앞 위기를 대한민국 대도약 발판으로 만들어야 한다"며 "특히 우리 사회·역사를 바꾼 가장 위대한 개혁 운동 새마을 운동이 있었기에 대한민국 오늘이 가능하다"고 평했다.
윤 대통령은 "1969년 33년 만의 대홍수로 어려움에 빠졌던 때 경북 청도군 신도마을 주민들이 자발적 수해 복구에 나선 모습을 보고 시작된 새마을 운동 정신은 근면·자조·협동으로 핵심은 자조"라며 "'하늘은 스스로 돕는 자를 돕는다'는 정신을 국정 기조로 삼으며 대한민국은 폭발적 성장을 이뤄냈다"고 했다.
윤 대통령은 이날 지역사회 활성화·탄소중립 실천 등에 앞장서 온 공로로 곽명순 충청북도 새마을부녀회 회장(새마을훈장 자조장) 등 17명에게 훈·포장·표창을 직접 수여했다.
지난 1970년 시작된 새마을운동은 국민 실천 운동으로 법정단체 새마을운동중앙회는 최근 재해 예방 및 복구·탄소중립·건강한 공동체 문화 조성 등을 통해 새마을운동을 이어가고 있다.
