대통령실이 12일 러시아에 이은 북한의 러·북 간 '포괄전략적동반자 관계' 체결 비준 관련해 "국제사회 보기에 흠결없는 제도적 절차에 따라 당사자 간 협력이 이뤄지고 있다는 걸 보여주기 위한 의도"라고 밝혔다.
