제31차 APEC(아시아태평양 경제협력체) 정상회의 참석차 페루를 방문 중인 윤석열 대통령이 16일(현지시간) "대한민국은 세계 자유·평화·번영에 기여하는 글로벌 중추 국가 비전 실현에 중남미 핵심 우방국 페루와 손잡고 나아갈 것"이라고 밝혔다.
윤 대통령은 이날 오후 리마 대통령궁에서 열린 디나 볼루아르테 페루 대통령과의 한·페루 정상회담에서 "이번 방문 계기 양국 관계를 다층적으로 강화키 위한 공동 선언문을 채택하게 된 것을 뜻깊게 생각한다"며 이같이 말했다.
그러면서 "페루가 올해 APEC 정상회의를 성공적 개최한 것을 축하드리고 내년엔 대한민국이 APEC 의장으로서 페루와 긴밀히 협력할 것"이라며 "1963년 외교관계를 수립한 이래 양국은 각별한 우호 협력 관계를 발전시켜 왔고, 2012년엔 중남미 국가 중 유일하게 포괄적 전략 동반자 관계를 이뤘다"고 했다.
이어 "2011년 발효된 한·페루 FTA는 양국 경제협력 확대 기폭제가 됐다"며 "이제 한국 우수 기업들이 페루 주요 방산·인프라 사업에 참여해 양국 협력 가교 역할을 하고 있다"고 했다.
또 "이번 방문 계기 양국 관계를 다층적으로 강화하기 위한 공동선언문을 채택케 된 것을 뜻깊게 생각한다"고 말했다.
볼루아르테 대통령은 "우리는 60년 외교수립을 맞은 이후 매우 좋은 시기를 보내고 있다"며 "2012년 이후로 포괄적 전략 동반자 관계로 발전했고 그동안 정치·경제·기술·다자 협력·국민 간 교류 등 많은 협력을 이뤄왔다"고 평했다.
이어 "우리 관계는 미래 같은 비전을 갖고 도처에서 중요한 관계를 맺고 있다"며 "미래 나아가야 할 방향을 자유롭게 제안해 달라"고 했다.
양 정상은 '한반도 정세' 관련해 "북한 핵실험·미사일 발사 등 세계 비확산 체제와 지역·세계 평화·안보를 위협하는 행위를 규탄한다"며 "북의 완전하고 검증 가능하며 불가역적 비핵화를 촉구한다"고 밝혔다.
또 "북한 인권 상황에 깊은 우려를 표한다"며 "북 인권 증진을 위해 관련 국제기구를 통한 협력을 강화하고, 북이 즉각 인권 위반 행위를 중단해야 한다"고 촉구했다.
볼루아르테 대통령은 자유·평화·번영의 통일 한반도 달성 목표를 위해 윤 대통령이 발표한 '8·15 통일 독트린'에 지지 의사를 표명했다.

양 정상은 이날 공동 선언에서 "국방·방위산업 협력이 양국 간 포괄적 전략 동반자 관계 발전 이정표가 됐다"며 "페루 방위산업 역량 강화에 기여할 것"이라고 했다. 양국은 이번 정상회담 계기로 잠수함 공동 개발 협력을 위한 현대중공업·페루 국영조선소(SIMA) 간 '해군 함정 공동개발 양해각서(MOU)'를 체결했다.
또 현대로템·페루 육군조병창(FAME) 간 '육군 지상장비 협력 총괄협약서'와 한국항공우주산업(KAI)·페루 국영항공청(SEMAN) 간 '공군 KF-21 부품 공동생산 MOU'도 체결했다.
양국은 올해 해군 수상함 계약(현대중공업)·전략적 동반자 기업 선정·장갑차 등 육군 지상장비 계약 체결 및 육군 전략적 협력기업 선정(현대로템·STX) 등 전방위 방산 협력을 강화하고 있다.
양국은 정상 임석 하에 '한-페루 핵심 광물 분야 협력에 관한 MOU'에 서명한 가운데 핵심 광물 공급망 정보 교류·공동지질조사 및 탐사·기술 협력 및 인적 교류 등을 실시 예정이다. 페루는 구리·은·셀레늄·아연 매장량이 각각 세계 2위 4위인 광물 자원 부국이다.
양국은 한국의 페루 대형 공공 인프라 사업 참여 확대 지원에도 공감대를 이룬 가운데 페루는 지하철·고속도로·항만 건설 등 정부 발주 대형 프로젝트를 추진 중으로 현재 신공항 건설사업 경우 국내 기업이 이미 참여 중이다.
양국은 '디지털정부 협력 센터 운영 MOU'을 체결해 한국 디지털 정부 분야 지식·경험을 교류하고 기술을 전수키로 했다. 고부가가치 농수산물 생산·수출 확대에도 노력키로 한 가운데 수산물 안전 관리 강화 및 통관 시간·비용 절감을 목표로 '한·페루 수산물 교역에 대한 전자증명서 사용 이행 약정'을 체결했다.
한편 이날 윤 대통령은 볼루아르테 대통령으로부터 페루 최고 훈장 '태양 대훈장'을 받았고, 윤 대통령은 볼루아르테 대통령에게 대한민국 최고 훈장 '무궁화 대훈장'을 수여했다.
볼루아르테 대통령은 공동언론발표에서 "윤 대통령님께 페루 최고 훈장 태양 대훈장을 수여케 돼 영광"이라며 "페루 국가가 양국을 이어주는 굳건한 우정·상호 유대를 인정하는 마음으로 윤 대통령님의 뛰어난 정치적 경력·리더십을 기리며 지도력 아래 고귀한 한국 발전에 지속 기여하고 계시는 걸 반영하는 것"이라고 밝혔다.
