제31차 페루 리마 APEC(아시아태평양 경제협력체) 정상회가 16일(현지시간) 막을 내렸다.
APEC 21개 회원국 정상·대표는 이날 페루 수도 리마 컨벤션센터에서 열린 마지막 세션 '리트리트(배석자없이 자유롭게 의견 교환하는 회의)'를 끝으로 지난 2박 3일 간의 전체 공식 일정을 마무리했다.
의장국 페루 디나 볼루아르테 대통령은 폐막 연설에서 "우리는 역내 경제 성장·회복력을 위한 공동 약속으로 단결하고 있음을 확인했다"고 강조 후 내년 제32차 APEC 정상회의 의장국 정상 윤석열 대통령에게 페루 전통 양식으로 만든 의사봉을 전했다.
윤 대통령은 "향후 APEC 회원국은 지속 가능한 내일을 함께 만들어갈 것"이라며 "정상 간 만남이 아시아태평양 지역을 더욱 연결되고 혁신적이며 번영케 만들 것"이라고 강조했다. 내년 회의는 경북 경주에서 개최될 예정인 가운데 미국 도널드 트럼프 2기 정부 출범 후 열리는 첫 APEC 정상회의다.
이번 정상회의에서 회원국들은 '공식·글로벌 경제'로의 전환 촉진을 위한 리마 로드맵을 논의했다.
페루 정부는 '공식 경제'를 합법적 틀 안에서 이뤄지는 경제 활동으로 '지하 경제' '미신고 가사 노동' 등을 통칭하는 비공식 경제 반대 개념이라고 소개했다.
또 아시아·태평양 자유무역지대(FTAAP) 의제에 대한 새로운 시각을 담은 '이시마(Ichma) 선언'도 내놓은 가운데 이시마는 페루 과거 리마 수도권 지역에 자리 잡았던 문명이다.
이와 관련 볼루아르테 대통령은 "아시아태평양 지역 경제 통합·무역·투자 촉진 등을 통해 새로운 국제무역 이슈에 대처하기 위한 노력"이라고 했다.
지난해 샌프란시스코 회의 경우 '세계무역기구(WTO) 중심으로 규칙에 기반 둔 다자간 무역체제 중요성을 재확인한다'는 내용이 담긴 '골든 게이트' 선언이 합의된 바 있다.
한편 윤 대통령은 오는 18∼19일 브라질 리우데자네이루에서 열리는 G20(주요 20개국) 정상회의에 참석한다.

윤 대통령은 17일(현지시간) G20 정상회의 참석차 리우데자네이루로 이동 후 첫날인 오는 18일(현지시간) '글로벌 기아 빈곤 퇴치 연합 출범식'에 참석해 '사회적 빈곤·기아 퇴치'를 위한 세션에서 구체적 기여 방안을 제시한다.
또 글로벌 식량 원조 사업 확대같은 방향을 발표하면서 기아·빈곤 근본 타개책으로 개도국 성장 지원을 위한 범 G20 차원 노력을 촉구하고, 오는 19일(현지시간) '지속 가능한 개발·에너지 전환' 주제 세션에선 기후위기 극복·청정에너지 전환을 위한 국제 협력을 제안하면서 플라스틱 오염 대응을 위한 건설적 기여 의지도 표명한다.
