북한이 러시아로 군대를 대거 파견한 것을 계기로, 미국이 우크라이나에게 제한해온 장거리미사일을 이용한 러시아 본토 공격을 허용하면서다.
이에 발끈한 러시아는 '3차 세계대전'까지 언급하면서 러-우 전쟁이 새로운 국면으로 접어들고 있다.
러시아 타스통신과 미국 AP통신 등 보도에 따르면 러시아는 미국의 장거리미사일 허용을 강하게 비판했다. 드미트리 페스코프 크렘린궁 대변인은 18일(현지시간) 브리핑에서 "미국의 퇴임하는 (조 바이든 대통령) 정부는 불에 기름을 끼얹고 긴장을 더욱 확대하는 도발을 계속하려는 게 분명하다"고 말했다.
전날 조 바이든 미국 대통령은 우크라이나가 사거리 300㎞의 미국산 지대지 미사일 에이태큼스로 러시아 본토 내 표적을 공격하는 것을 허가했다.

김 위원장은 특히 우크라이나와 이스라엘에 대한 미국의 지원으로 수많은 나라들이 전쟁에 말려들고 있다면서 "국제 안보 형세는 3차 세계대전이 일어날 수 있다는 불안을 키우고 있다"고 지적하기도 했다.
