울진 교육의 미래를 위한 중요 사업의 일환으로 진행되고 있는 것이 교육발전 특구 선도지역 사업이다.
울진군은 지난 2월 28일 교육발전특구 선도지역으로 지정되어, 지역 내 공교육 혁신 및 인재 양성을 위한 본격적인 계획을 수립했다.
이번 사업은 지자체와 교육청의 협력을 바탕으로, 대학 및 산업체와의 협력을 통해 지역의 교육 환경을 개선하고 정주 여건을 마련하는 것을 목표로 하고 있다. 이를 위해“대한민국 미래 청정에너지 특화교육의 중심지 울진”을 비전으로, 3가지 추진전략과 7가지 추진과제를 설정했다.
울진군 교육발전특구의 7가지 추진과제는 ①지역자원 활용형 교육·돌봄 통합 및 글로벌 인재양성 학교 교육 지원 ②지역인재 양성 및 취업 연계 ③학교복합시설 사업 ④울진 오픈캠퍼스 설치 ⑤디지털기반 교육 혁신 ⑥특화산업 연관 일자리 창출 ⑦산단 내 근로자 정주여건 확보이다.
2024년부터 2025년까지는 지역인재 양성 및 취업연계와 디지털기반 교육혁신 과제를 중점적으로 추진한다.
지역인재 양성 및 취업연계의 추진과제의 세부사업은 ▲울진형 자공고 2.0, ▲협약형 중·고교 ▲지역교원제 ▲울진 원자력수소 U시티가 있으며, 올해는 울진형 자공고2.0과 협약형 중·고교 사업을 중점적으로 추진하고 있다.
먼저 울진고등학교에 12억 8,000만 원을 지원하여 지역교육여건 개선과 울진 지역간의 학력 격차 해소를 위한‘울진형 자율형 공립고 2.0’지정을 추진했다.
이 사업을 통해 울진고에 특화 프로그램과 자율적인 교육과정을 편성·운영 하여 공교육 혁신을 선도하고 학생들에게 다양한 교육 선택권을 제공할 수 있는 교육 혁신 모델을 추진해 나갈 예정이다.
협약형 중·고교사업은 기업의 인재상 및 스펙 수요에 맞는 교육과정 개설 및 협력을 통한 인재 양성을 위한 사업으로 관내 6개 중·고교에 32억 6,400만 원을 지원한다.
특히, 원자력마이스터고는 원자력수소발전분야의 설비 유지 보수가 가능한 ‘설비보전기사(기계과)’,‘자동화설비산업기사(전기제어과)’등 인재 양성을 위한 맞춤형 교육과정 개편을 추진하여 2025학년도 신입생부터 반영할 계획이다.
이를 기반으로 앞으로는 경상북도, 울진군, 대학, 산단 입주기업, 특성화고와의 협력을 통해 기업의 지역인재 채용, 대학의 맞춤형 교육과정 개발 등 교육ㆍ취업ㆍ주거를 통합 지원할 수 있는 울진 원자력수소 U시티를 조성해 나갈 예정이다.
2025년까지 중점 추진되는 디지털 기반 교육 혁신을 위한 세부사업은 ▲AI 디지털교과서 교육 ▲디지털 교육 교원 양성이다.
울진군은 디지털 대전환 시대에 맞는 교육환경 조성을 위해 AI 디지털교과서 교육 지원 및 전문 교원 양성을 위해 관내 초·중·고15개교에 35억 9,800만원을 지원하여 정부의 디지털 기반 교육 혁신 전략에 맞춘 수준 높은 교육을 제공하게 된다.
한편 2026년 이후에는 지역자원 활용형 교육·돌봄 통합 및 글로벌 인재 양성을 위한 학교 교육 지원에 박차를 가할 계획이다.
유아부터 대학, 성인까지 생애주기별 교육을 위한 생태계 및 인프라 조성을 위해 기존돌봄센터와 초등 방과 후 프로그램을 통합한 늘봄통합센터를 원자력수소 국가산업단지 조성 시기에 맞춰 구축하고, 학부모들의 양육부담 경감을 위해 지역대학과 연계한 늘봄 관련 인력을 양성할 예정이다.
또한 원자력수소 전문인력 양성을 위해 지역대학을 활용하여 국가산단 내 오픈캠퍼스를 설치하여 캠퍼스 내 교육과 취업을 위한 상주공간을 구축하며, 원자력, 수소 등 특화산업 관련 앵커 기업 및 협력사 유치를 통한 대규모 신규 일자리 창출 등을 계획 중이다.
손병복 울진군수는“교육은 단순히 학습이 아니라 지역의 발전을 이끌어 갈 미래를 만들어 가는 일”이라며 “교육발전특구 사업을 통해 지역의 교육 환경과 경제적 기반을 강화하여 지역에서 공부하고 지역에 취직하여 지역에서 가정을 꾸리는 체계를 조성해 가겠다”라고 말했다.
또한“더 나아가 외부에서 공부한 인재들이 취업을 위해 다시 울진군으로 돌아올 수 있는 기반을 마련하여, 교육의 힘이 지방소멸의 위기를 극복할 수 있는 또 다른 기회가 될 수 있도록 노력해 가겠다”고 덧붙였다.
