군인권센터는 이날 오전 서울 마포구 사무실에서 긴급 기자회견을 열고 "복수의 육군부대 간부들로부터 제보를 받았다"면서, 상급부대 지침에 따라 4일 오전 '전 장병 출타 정상 시행' 지침이 각 부대로 하달되면서 일부 부대에만 '중대장 이상 지휘관들은 비상소집에 대비하라며 8일까지 휴가를 통제한다'는 지시가 함께 하달됐다고 전했다.
