브레이크뉴스 문홍철 기자= 서울역 일대가 미래 지식·문화 교류 허브이자 사통팔달 교통망을 갖춘 글로벌 미래 플랫폼으로 다시 태어난다.
서울시는 12일 오전 10시 ‘서울역 북부역세권 개발사업 착공식’을 갖고 서울역 일대 미래 비전을 발표했다. 이 자리에서 오세훈 서울시장은 경부선 철도지하화 핵심 공간으로 100년의 변화를 준비하는 서울역 일대 대변혁 구상을 밝혔다.
앞서 서울시는 올해 2월 서남권·3월 강북권 등 서울의 경쟁력을 높여줄 도시 대개조 계획을 차례로 발표한 데 이어, 10월에는 서울 시내 지상철도 전 구간(67.6km)을 지하화, 대규모 녹지공간과 직·주·락이 어우러진 ‘신(新) 경제코어’를 조성하겠다는 밑그림을 내놓은 바 있다.
그 변화의 시작인 ‘서울역 북부역세권 개발’은 저이용 철도부지(면적 약 3만㎡)에 강북권 최초 2000명 이상 수용 가능한 전시·국제회장을 갖춘 국제문화복합단지가 들어서는 사업으로 2029년 준공을 목표로 추진된다. 여기에 경부선 철도지하화까지 완성되면 서울역 일대는 명실상부 교통과 문화의 중심지로 거듭날 것으로 기대된다.
최고 39층 규모 국제컨벤션, 호텔, 업무, 판매 등 도심권 마이스(MICE) 산업을 선도할 시설이 건립될 예정으로 서울시의 ‘도시계획변경 사전협상제도’를 통해 개발 및 공공기여 계획이 마련됐다.
공공기여 3384억 원은 서울역 일대 공공성 강화를 위한 인프라 확충, 균형발전 유도를 위한 장기 미집행시설 및 소외·낙후지역 정비 등에 투입된다.
이번에 서울시가 내놓은 서울역 일대 비전은 ‘글로벌 미래 플랫폼’이다. 철도 등 교통수단 중심에서 미래 지식과 문화 교류가 일어나는 대한민국 핵심 공간으로 도약한다는 의미가 담겼다. 서울시는 이러한 비전을 실현하기 위해 △교통의 플랫폼 △혁신의 플랫폼 △문화의 플랫폼 등 세 가지 목표를 제시했다.
먼저, 시민 불편 요소로 작용했던 복잡하고 어려운 환승체계를 대대적으로 개편, ‘교통의 플랫폼’을 실현한다. 철도지하화로 확보되는 대규모 지하공간을 활용해 복합환승센터를 설치, 효율적이고 편리한 환승 체계를 구축한다는 계획이다.
서울시는 통합적이고 입체적인 교통 환승을 위한 ‘국가기간 복합환승센터’를 설치해 KTX 고속철도, 일반철도, 공항철도, 지하철, GTX 등 철도와 버스·택시 등 모든 교통수단 간 환승 거리 및 시간을 대폭 줄이는 방안에 대해 국토교통부와도 논의를 이어갈 예정이다.
다음으로 도심~한강까지 단절 없이 연결된 선형공원(Railway Park)을 조성, ‘혁신의 플랫폼’을 구현한다. 기존 철로 구간에 조성될 선형공원은 비즈니스 공간과 랜드마크 타워, 마이스(MICE), 호텔, 상업, 주거 그리고 지하 교통시설과 유기적으로 연결돼 24시간 활력 넘치는 대표적인 도심 거점 역할을 하게 될 것으로 기대된다.
국가유산(사적)인 ‘문화역284(舊(구) 서울역사)’ 역사와 상징성을 살리는 데 중점을 두고 ‘문화의 플랫폼’도 조성한다. 보행·녹지 네트워크 구축으로 서울역 광장과 남산 등 인근 지역이 연결되고 역 앞 광장은 탁 트인 녹색 공간으로 탈바꿈, 다양한 활동과 교류가 이뤄지는 곳으로 변모할 전망이다.
한편, 서울시는 서울역 광장을 ‘시민의 공간’으로 조성하는 사업부터 단계적으로 진행해 나가고 철도 지하화가 이뤄지는 2033년 이후부터는 서울역 상부 개발도 추진, 2046년 경에는 서울역 일대가 대한민국을 대표하는 ‘미래 플랫폼’ 역할과 기능을 하게 될 것으로 보고 있다.
서울시는 사업 추진 과정에서 국토교통부, 코레일, 국가철도공단 등 중앙부처 및 관계기관과 심도 있는 논의를 진행해 구체적인 공간재편 계획을 마련해 나갈 방침이다.
