세종시 상가 공실률을 낮추는 방안으로 상가계약 갱신 요구권 상의 기간을 10년에서 5년으로 개정하는 안이 제시됐다.
최민호 세종 시장은 17일 서울에서 열린 마지막 대한민국시도지사협의회 총회에서 세종시 공실 상가 문제 해소와 지역경제 활성화를 위해 상가건물 임대차보호법 개정' 필요성을 강조했다.
이날 최 시장은 ‘지역경제활성화를 위한 상가건물 임대차보호법 개정’과 ‘장기일반민간임대주택 회원모집 관련 법령 정비’를 제안했다.
먼저 세종시의 만성적인 상가 공실률을 낮추는 방안으로 ‘상가건물 임대차보호법’에서 공실률이 일정 수준(50%) 이상인 경우 임차인의 상가 계약 갱신 요구권 상의 기간을 현행 10년에서 5년으로 개정하는 안을 제시했다.
임대인에게 장기간 재계약에 대한 부담을 낮춰 상가공실 문제를 해결하고 지역경제 활성화에 기여할 수 있도록 해야 한다는 것이다.
최 시장은 또 ‘민간임대주택에 관한 특별법’ 상의 용어를 무분별하게 차용해 투자자를 모집하는 임의단체의 난립을 지적하며 특별법상 제도적 규정 마련을 통해 투자자인 국민을 보호할 필요가 있다고 강조했다.
