트럼프가 미국 대통령에 취임한 이후 외국 지도자의 첫 공식 접견으로 이스라엘의 베냐민 네타냐후 총리와 회동하면서 미국이 가자 지구를 인수(Acquisitions)하고 소유(Own) 할 것이라고 했다. 그러면서 가자지구를 휴양지로 만들겠다고 한다. 마치 기업의 인수·합병(Takeover)하는 것처럼 가자지구를 매입하겠다는 의사를 밝힌 것이다. 기업을 합병하는 것은 인수 기업이 목표 기업을 완전히 결합시켜 법률적, 사실적으로 하나의 단일 기업을 만드는 것이다. 그리고 기업을 인수하는 것은 인수 기업이 목표 기업의 주식이나 자산의 상당 부분을 취득하여 그 기업의 경영권을 획득하지만, 목표 기업도 공존하고 있는 것을 의미한다. 즉, 이를 트럼프식으로 해석하자면 인수 기업?인 미국이 목표 기업?인 가자지구를 결합시켜 미국의 해외 속령(Dependency)으로 만들겠다는 의미이다. 참 사업가다운 발상이다.
이러한 인수합병은 두 가지의 의미가 있다. 첫 번째는 우호적 인수합병(Friendly Takeover)이 있고, 두 번째는 적대적 인수합병(Hostile Takeover)이 있다. 우호적인 인수합병은 상대 기업의 동의를 얻고 그 기업의 경영권을 얻는 경우를 말하는 것이고 적대적인 인수합병은 상대 기업의 동의 없이 그 기업의 경영권을 얻는 경우이다. 트럼프의 경우, 적대적 인수합병일 가능성이 높은데 상대 국가이자 가자지구의 주체인 하마스나 팔레스타인 파타 정권의 동의없이 가자지구의 경영권을 얻겠다는 것이다. 이게 기업 대 기업이 아닌 국가 대 국가라면 무력으로 가자를 함락시키겠다는 얘기다. 트럼프가 사업가적인 입장에서 이 얘기를 했겠지만 국제 정치나 국가 대 국가의 국익 도모는 사업이 아니다. 상황에 따라 대전쟁이 발생할 수 있는 중대한 문제이기 때문이다. 기업 대 기업이라면 기업 하나 죽이고 끝날 수 있는 문제지만 국가 대 국가라면 확전까지 각오해야 한다. 기업과 달리 국가 운영은 장고에 장고를 거듭해야 한다. 자칫 하나를 얻고 열을 잃을 수 있는 일이고, 국가 자체가 통째로 위기를 겪을 수 있는 중대한 문제이기 때문이다.
게다가 당사국이 세계 최강국인 미국이라면 더 신중해야 한다. 잘못하면 전 세계가 영향을 받을 수 있기 때문이다. 더불어 트럼프는 공식 업무를 시작하자마자 네타냐후를 만났다. 트럼프가 네타냐후를 가장 먼저 만난 것은 큰 의미가 있다. 이는 하마스-이스라엘 전쟁을 휴전시킨 이후, 이 휴전 안에 불만을 갖고 있는 네타냐후를 달래기 위해서라는 측면이 더 강하게 나타나기 때문이다. 네타냐후를 달래면서 나온 이야기가 바로 가자지구를 미국이 직접 해결하겠다는 것이다. 여기에 네타냐후가 만족했을 것이고, 네타냐후는 텔아비브로 돌아가 미국이 가자지구를 해결했을 때, 이스라엘그 안에서 어떤 이득을 취할지 각종 전략을 세울 것이다. 가자지구 문제가 해결되면 국내 지지율이 갈수록 추락하고 있는 본인의 지지율이 급상승할 것이고 전 세계로부터 비난을 받으며 국제사법재판소에서 체포 영장이 떨어진 그의 위치도 달라질 수 있을 것이다. 네타냐후는 미국이 가자지구를 해결해주면 팔레스타인 지역 통합에 대한 영토 확장에 성공하고 시리아를 간접적이나마 장악한 터키를 부담없이 견제할 수 있으며 헤즈볼라 토벌에 전력을 다해, 이란의 시아파 벨트를 완전히 붕괴시킬 수 있을 것이다.
게다가 국내의 지지율도 끌어올려 본인의 입지가 이스라엘 영웅급으로 격상되는 일종 5마리의 토끼를 한꺼번에 잡을 수 있다는 것에서 네타냐후는 이번 방미는 소기의 성과를 올린 셈이다. 그러나 트럼프와 네타냐후의 이와 같은 불법성 짙은 합의는 이스라엘과 팔레스타인이 각자 독립국가를 만들어 평화롭게 공존한다는 내용의 국제법인 "두 국가 해법(Two State Solution)"을 완전히 무시한다는 비판을 피할 수 없게 된다. 이 "두 국가 해법(Two State Solution)"은 1940년대 유대인들이 국가 창설을 위해 중동으로 대거 이주하고 아랍인들이 반발하면서 갈등이 커지자 유엔이 1947년 유태인 국가와 아랍인 국가를 세우는 분할안을 통과시킨 것으로 국제 사회의 합의와 국제법의 공인으로 이어졌다. 이것이 후일 1993년 오슬로 협정으로 발전했고 지속적인 중동 내에서의 유혈 충돌을 타파하기 위해 내놓은 고육지책(苦肉之策)이었다. 국제 사회에서 국제법으로 공인된 "두 국가 해법(Two State Solution)" 말고 국제법으로 지정은 되지 않았지만 또 다른 불문율이 바로 "하나의 중국 원칙(One China Principle)", 대만과 중공의 양안 원칙이다. 트럼프는 조만간 이 부분도 건들 수 있을듯 싶다.
트럼프와 네타냐후는 이같은 불법적인 합의는 일종의 "야합(野合)"이다. 이는 중동과 국제 사회가 상호 간의 신뢰를 위한 "두 국가 해법(Two State Solution)"을 파괴하면서 중동 내 질서의 근간을 흔들고 있다. 트럼프는 이날 네타냐후와의 대화에서 가자 지구 주민들이 아름다운 지역사회에서 안전하게 살 방법을 찾을 것이라 하면서 이집트와 요르단으로가자 시민들을 정착시켜야 한다고 말했다. 이는 이집트와 요르단의 의사도 철저히 무시한 행위이고 당사국인 팔레스타인과 가자를 지배하고 있는 하마스와 대화 한 번 해보지 않고 무단으로 내린 결정이다. 지난 달, 트럼프는 취임 전, 하마스-이스라엘 전쟁의 휴전을 성사시켰는데 그 휴전의 이유는 가자 시민들을 강제 이주시키기 위한 목적 중 하나로 여겨지고 있다. 이스라엘과 가자, 양쪽의 평화적인 해결 문제로 가자지구를 미국이 장악하고 가자 시민들을 분산 이주시켜 하마스의 싹을 자르겠다는 의도인데 이는 무엇보다도 이스라엘이 가장 원하는 구도였다. 트럼프는 이런 발상의 명분으로 ‘가자지구 주민의 개선될 삶’을 주장했다.
