구소련권에서의 "마피아"라는 개념은 상당히 그 범위가 넓어서 폭력적인 이권 집단만을 지칭하는 아니라 특정한 권력과 자원 등의 이권을 독점하고자 하는 사람들끼리 모인, 불법적인 방법을 동원하여 유지되는 조직도 포함하고 있는 포괄적인 개념이다. 우크라이나 마피아들의 주요 수입원은 각 시내의 상권을 잡고 보호비를 갈취한다던지, 도박 및 카지노, 마약과 무기의 밀수, 밀매 등을 관장한다. 무기 밀매의 경우, 초기에는 소련이 붕괴된 이후의 혼란 속에서 불법적으로 유출된 무기들을 팔아 먹으면서 올리가르히들을 통해 상당한 자금줄을 확보하였고, 올리가르히들의 비호와 정부의 부정부패로 인한 뒤 봐주기는 물론이고 이들의 자금으로 무기 밀매를 자행한 끝에 무기 밀매 시장의 큰 손이 되었다.
현재 우크라이나 마피아들은 자금의 유동성을 따라 움직이기 때문에 이미 사업장을 미국이나 캐나다로 옮겨서 활동하고 있다. 특히 캐나다에는 우크라이나계가 상당하기 때문에 그들 사이로 사업장을 옮겨 철저히 암약하면서 캐나다의 반러 정치인들과의 관계도 돈독히 연결해주는 역할도 하고 있는듯 하다. 사실 이들의 목적도, 미국이나 캐나다의 정치인들의 목적도, 그리고 우크라이나 올리가르히들의 목적도 공통적인 것은 결국 "돈"이다. 그와 같은 짭짤한 수입과 돈 때문에 미국이나 캐나다 정부도 이들 마피아들을 난민으로 신분 세탁까지 해주며 봐주고 있는데 이러한 얘기는 서방 뉴스에서 거의 보도되지 않는다. 마피아의 존재 및 우크라이나의 지하세계는 활성화 되지 않으면 우크라이나 본토에 남아 있는 올리가르히들의 자금줄이 마르게 된다. 키예프 마피아들은 프라비섹토르 같은 네오나치들과 젤렌스키의 자산 관리도 해주고, 거기서 500만 달러 짜리 꽁지돈 받으면서 지하 경제가 활발해진다. 즉, 우크라이나 정치인과 올리가르히들과 마피아가 이끄는 지하경제는 악어와 악어새 같은 공생 관계라 보는 것이 합당하다.
우크라이나 마피아 없어지면 젤렌스키 같은 올리가르히들 자금줄 마른다고 난리날 것이기 때문에 서방 세력 또한 함부로 우크라이나 내 지하 세력들을 소탕할 수 없다. 우크라이나 정부와 이들 범죄 집단들과는 서로 간에 톱니바퀴처럼 물고 물리는 공생 관계이기 때문에 이들 소탕할려는 의지는 전혀 없다. 우크라이나가 부패하고 썩은 이유는 정경합치만 해서 썩은게 아니라 지하 경제도 톱니바퀴처럼 함께 돌리니까 썩은 것이다. 설사 우크라이나가 망한다 해도 지하 경제를 숙청할 의지가 없거나 이 톱니바퀴처럼 돌아가는 체제를 제어하지 못하면 부정부패는 여전할 것이다. 그 이유는 장소만 옮겨서 자금줄 안 마르게 계속 돌리면 되니까 말이다. 알려지지 않아서 그렇지 서방 정치인들도 우크라이나 마피아 돈 받아먹은 정치꾼들 넘쳐날 것은 불 보듯 뻔할 것이고 헌터 바이든 같은 경우, 아마 모종의 우크라이나 지하경제와 커넥션이 있을 것은 분명할 것으로 보인다.
예를 들어 현 키예프 시장인 비탈리 클리치코가 올바르게 운동한 복싱 챔피언 같을지 모르지만 그 유명세 타서 마피아들 자금줄 스폰서 대고 그 돈으로 복싱이나 싸움 잘하니까 지하 조직 몇 개 만드는건 일도 아닐 것이다. 그들이 그렇게 지하조직에서 하는 일은 뻔하다. 폭행, 갈취, 청부살해, 매춘알선, 인신매매 등의 범죄가 그들의 일이다. 그 돈은 키예프 시장을 타고 그 윗대가리를 돌고 돌아 결국 끊이지 않는 연결고리를 만든다. 결국 이렇게 서로 맞물리면서 서방의 반러 정치인들, 그리고 좀 더 확대해 보면 러시아의 반체제 인사들까지 모두 포함된다는 것이다. 젤렌스키가 패색이 짙음에도 발악하는 이유 중 하나가 자금줄 마를까봐 걱정되서인 것이고 러시아가 승리해서 이런 쓰레기들 처리하면 젤렌스키에게 대주는 보장된 자금줄이 끊기는 것이다. 그러니 끝까지 벙커에 숨어 러시아와 싸우면서 끈질기게 개겨줘야 젤렌스키가 지하세계와 연결된 자금줄이 끊기지 않고 살아남을 수 있는 길이다.
우크라이나는 정치, 경제, 범죄 집단이 악어와 악어새처럼 공존하는 집단이라 그 자체가 거대한 카르텔이다. 그래서 이런걸 두고 "뿌리까지 썩었다"고 하는 것이다. 이런 나라가 자유 민주주의 국가인가? 멕시코나 콜롬비아도 우크라이나와 유사한 구조의 거대한 범죄집단 지배계층 국가인데 멕시코나 콜롬비아는 우크라이나에 비하면 그나마 양호하다. 이들은 자정할려고 노력이라도 하는데 우크라이나는 한 번도 그런 노력한 적 없기 때문이다. 그래서 나온 방법은 올리가르히들 재산을 몰수하고 그걸로 우크라이나 재건하며 발전시키여 한다. 그렇게 하면 재건 가능성은 약 10% 정도 올라가고 지하에서 활동하는 마피아나 네오나치까지 말끔히 제거하고 자금줄 틀어쥐면 재건 가능성이 30%까지 올라간다. 그리고 우크라이나는 경제 선진국이 될 가능성 또한 같이 올라갈 것이다. 그런데 이런 자정능력이 없는 한, 우크라이나와 같이 좋은 조건을 가지고도 "자원의 저주"를 가진 국가는 경제 선진국이 되는 것이 매우 요원할 것이다.

Currently, the Ukrainian mafia moves according to the liquidity of funds, so they have already moved their business locations to the United States or Canada and are active.
