충남 서산시는 민선8기 107개 공약사업에 대해 시민들이 직접 점검하고 조정하는 ‘2025년 서산시 시민배심원제’를 운영한다고 21일 밝혔다.
이 제도는 투명한 시민배심원단 모집과 객관적인 회의 운영을 위해 공약 평가 전문 기관인 한국매니페스토실천본부와 협력하여 진행된다.
시민배심원단은 22일부터 28일까지 전화 자동응답시스템(ARS)과 전화 면접을 통해 성별, 나이, 거주지역 등을 고려하여 40명을 모집·선정할 예정이다.
이들은 4월 30일, 5월 14일, 5월 28일 등 총 세 차례의 회의를 통해 민선8기 공약 이행 상황을 점검하고, 조정이 필요한 공약에 대해 시민의 입장에서 의견을 제시하는 역할을 맡는다.
서산시는 시민배심원단의 운영 결과를 바탕으로 도출된 공약 조정안과 권고안을 시정에 적극 반영하고, 이를 누리집에 공개하여 시민과의 소통을 강화할 계획이다.
이완섭 서산시장은 “시민배심원은 18만 시민을 대표해 시민의 의견을 시정에 접목하는 매우 중요한 분들”이라며, “시민의 목소리를 수렴한 공약사업 추진으로 시민이 체감하는 시정 변화를 이끌겠다”라고 강조했다.
한편, 서산시는 2023년도 전국 기초단체장 공약실천계획서 평가와 2024년도 공약이행 및 정보공개평가에서 최고 등급(SA)을 받아 2년 연속 공약 최우수 기초 지자체로 평가받았다.
