충남 서산시의회가 4월 15일 제304회 임시회 제1차 본회의를 열고 3일간의 공식 회기에 들어갔다. 이번 임시회에서는 조례안 10건과 동의안 2건 등 총 16건의 안건을 심도 있게 논의하고 처리할 계획이다.
이번 회기에서 심사될 주요 안건은 행정문화복지위원회와 산업건설위원회가 각각 관할하며, 시민 복지와 지역 산업 현안 등을 아우르는 폭넓은 정책들이 포함되어 있다.
행정문화복지위원회(위원장 강문수)는 한부모가족 지원 조례 일부개정(김용경 의원 발의), 디지털성범죄 방지 및 피해자 지원 조례 개정(이경화 의원), 이상동기 범죄 예방 조례(한석화 의원), 희귀질환 관리 조례(최동묵 의원) 등을 비롯해 서산사랑상품권 관리 조례 개정 등 시민의 삶의 질 향상에 중점을 둔 안건을 다룰 예정이다.
산업건설위원회(위원장 안동석)는 반려견 등록비·장례비 지원 조례(문수기 의원 발의), 방치 농업기계 처리 조례(안원기 의원), 도시분쟁조정위원회 설치 조례(이경화 의원), 가로림만 갯벌 세계유산 보존 조례 등 지역 산업 및 환경 관련 현안을 집중 검토한다.
이날 본회의에서는 안건 상정에 앞서 총 6명의 의원이 5분 자유발언을 통해 지역 현안에 대한 문제 제기와 정책 제안을 이어갔다.
안원기 의원은 고령 여성 농업인의 건강권 확보 필요성을, 가선숙 의원은 산불 대응을 위한 임도 확충을, 안효돈 의원은 지역 업체의 건설공사 수주율 제고 문제를 강조했다.
또한 최동묵 의원은 부실 공사 논란이 있는 지방도 649호선 개선을 촉구했으며, 이정수 의원은 청년 농업인의 안정적인 정착을 위한 혁신 대책 마련, 김용경 의원은 민생회복지원금 지급 필요성을 강조했다.
이와 함께, 희귀질환자의 교통약자 지정 및 전용 주차구역 마련을 위한 법 개정 건의안(가선숙 의원 발의), 무기질 비료 가격 안정 대책 촉구 건의안(안동석 의원 발의), 대산석유화학단지의 산업위기 선제 대응지역 지정 촉구 건의안(안원기 의원 발의) 등 총 3건의 건의안도 만장일치로 채택됐다.
조동식 의장은 개회사에서 “이번 회기를 통해 다뤄지는 조례와 정책들이 서산의 미래와 시민 삶의 질에 실질적인 변화를 가져올 수 있기를 기대한다”며 “의원 모두가 책임감 있는 자세로 심사에 임해달라”고 당부했다.

Rep. Ahn Won-ki emphasized the need to secure the right to health for elderly female farmers, Rep. Ga Seon-sook emphasized the need to expand forest roads to respond to wildfires, and Rep. Ahn Hyo-don emphasized the issue of increasing the rate of construction projects for local companies.
